6. Society <strong>of</strong> St. Vincent de Paul - The Society <strong>of</strong> St. Vincent de<br />

Paul submitted an application which proposed that a Food<br />

Distribution Center be located within an existing 66,000 sq. ft.<br />

warehouse building at the installation.<br />

The Task Force denied the proposal for reasons which include:<br />

• The proposal (food distribution) did not fill a critical need<br />

gap identified in <strong>Tustin</strong> or Irvine's Consolidated <strong>Plan</strong>, nor<br />

would the proposal serve existing or planned homeless<br />

food distribution needs that weren't currently being filled<br />

by the existing food distribution center located in the <strong>City</strong><br />

<strong>of</strong> Orange. In addition, the proposed program was<br />

intended to replace this existing service.<br />

• The program is a duplication <strong>of</strong> available support services<br />

at another location (similar facilities are leased by the<br />

applicant within the <strong>City</strong> <strong>of</strong> Orange).<br />

• It did not balance the economic and other needs <strong>of</strong> the<br />

community as it appeared that there would have been a<br />

negative impact on the property's ability to generate<br />

needed tax revenue resulting in the annual loss to the<br />

community <strong>of</strong> approximately $52,400 in redevelopment<br />

tax increment and $16,500 annually in interim lease<br />

payments for use <strong>of</strong> an existing building at the site. With<br />

the Fiscal Impacts in the early years <strong>of</strong> the Reuse <strong>Plan</strong><br />

expected to be significant to the local community, transfers<br />

<strong>of</strong> significant portions <strong>of</strong> the base <strong>of</strong>f the tax roll would<br />

create even more severe impacts and impede reuse efforts.<br />

7. Orange County Development Council - The Orange County<br />

Development Council submitted an application which proposed<br />

that a Food Bank be located within an existing helicopter<br />

hangar on the installation near Warner Avenue and Red Hill<br />

Avenue.<br />

The Task Force denied the proposal for reasons which include:<br />

• The proposal (food distribution) did not fill a critical need<br />

gap identified in <strong>Tustin</strong> or Irvine's Consolidated <strong>Plan</strong>, nor<br />

would the proposal serve existing or planned homeless<br />
