4.4.4 Circulation Improvements<br />

with <strong>City</strong> <strong>of</strong> <strong>Tustin</strong>;<br />

2) Site can be used upon transfer to <strong>City</strong>;<br />

upgrading will occur upon receipt <strong>of</strong><br />

adequate funding including park<br />

development fees;<br />

3) When adequate park development fees are<br />

received, subject to development<br />

conditions, development agreements and<br />

funding availability as applicable;<br />

4) When adequate funding has been secured<br />

from assessment district funding; taxincrement<br />

or developer-negotiation.<br />

Circulation improvements associated with the project are specifically<br />

identified in the joint EIS/EIR. On-site circulation improvements within<br />

the Project area are generally summarized in Table 4-3.<br />
