Chapter 4 • Specific <strong>Plan</strong> Administration<br />

1. The necessary linkages are provided between the development<br />

project and the <strong>Plan</strong>ning Area/Neighborhood in which it is<br />

located;<br />

2. The integrity <strong>of</strong> the Specific <strong>Plan</strong> and purpose and intent <strong>of</strong> each<br />

Neighborhood is maintained; and<br />

3. Applicable considerations <strong>of</strong> <strong>City</strong> requirements other than those<br />

spelled out in this Specific <strong>Plan</strong> are identified and satisfied.<br />

B. Scope<br />

Information to be submitted within a concept plan shall include the<br />

following:<br />

1. The location and acreages by proposed land uses, including the<br />

amount <strong>of</strong> non-residential square footages and estimated number<br />

<strong>of</strong> dwelling units within the <strong>Plan</strong>ning Area; identification <strong>of</strong><br />

proposed sub-parcels (development units or sites);<br />

accommodation for schools, parks and other private and public<br />

open spaces where applicable; and identification <strong>of</strong> the<br />

distribution <strong>of</strong> affordable housing units by subparcel<br />

(development unit or site) as required for each planning area.<br />

2. Identification <strong>of</strong> buildings to be renovated and buildings to be<br />

removed, including a schedule for renovation and/or demolition.<br />

3. An overall external and internal access plan including an analysis<br />

<strong>of</strong> <strong>Tustin</strong> Legacy Backbone Infrastructure and Local<br />

Infrastructure, and circulation improvements required. This<br />

analysis shall address phasing <strong>of</strong> necessary improvements and<br />

any assignment <strong>of</strong> non-residential Land Use-Trips to individual<br />

parcels (development sites).<br />

4. Design program for the <strong>Plan</strong>ning Area that demonstrates<br />

consistency with the applicable community structure plan or<br />

urban design guidelines established for the planning area.<br />

Individual building design is not required at the concept plan<br />

level.<br />

5. A concept landscape and hardscape plan, streetscape design,<br />

parkway and edge treatments, and buffering/screening <strong>of</strong><br />

remaining interim uses, if applicable.<br />
