• There was no clear link to other service providers which<br />

is inconsistent with Task Force policy direction to provide<br />

a continuum <strong>of</strong> care (proposed provision <strong>of</strong> housing only<br />

with no clear links to training, services, education, etc. at<br />

or near the base).<br />

• The program concept and approach for acquiring these<br />

units for rental housing would not meet community and<br />

Task Force expectations that future affordable owneroccupied<br />

housing return to the tax roll.<br />

• The program can be accomplished by other means rather<br />

than property transfer and taking units <strong>of</strong>f the tax roll,<br />

including private/public partnerships, negotiated sale with<br />

deed restrictions guaranteeing a certain number <strong>of</strong> units<br />

being retained as affordable, the use <strong>of</strong> an Economic<br />

Development Conveyance by the LRA, etc.<br />

4. SBC Community Homeless Coalition - SBC submitted an<br />

application which proposed that 22 family units within the<br />

installation's existing Northeast housing area be used for<br />

transitional housing for families.<br />

The Task Force denied the proposal for reasons which include:<br />

• Not all required application information was submitted.<br />

More specifically, no listing <strong>of</strong> principal <strong>of</strong>ficers in the<br />

organization was provided; there was no organizational<br />

chart or administrative procedures provided; there was no<br />

assessment <strong>of</strong> local homeless need to be met by the<br />

program provided; there was no discussion <strong>of</strong> how the<br />

proposal is consistent with reuse plan, and there was no<br />

explanation or justification <strong>of</strong> the need for facilities<br />

identified for conveyance, etc.<br />

• The applicant did not demonstrate an adequate enough<br />

financial status, adequate enough sources <strong>of</strong> funding nor<br />

ability to finance the proposal in that the proposal relied<br />

upon grants, rental income and donations, none <strong>of</strong> which<br />

could be guaranteed with any certainty.<br />

• The applicant did not demonstrate adequate experience in<br />

providing and/or operating similar programs in their<br />

proposal in that they had only incorporated recently<br />

(August 11, 1995).<br />
