2.3.7 Economic Development Conveyance<br />

The LRA is extremely interested in pursuing an Economic Development<br />

conveyance over portions <strong>of</strong> the base to facilitate job creation and rapid<br />

property transfers.<br />

If property is conveyed to the LRA through an economic development<br />

conveyance, the LRA will have maximum control over reuse <strong>of</strong> the site.<br />

There are several advantages to the economic development conveyance<br />

option. The LRA will have complete control over the rehabilitation,<br />

redevelopment and disposition <strong>of</strong> the property. Problems associated with<br />

land assembly, inconsistent development and inappropriate tenants can be<br />

avoided. However, the economic development conveyance would impose<br />

interim maintenance costs on the LRA. While additional control may<br />

benefit the long-term marketing <strong>of</strong> the Base, the LRA cannot afford the<br />

added control if it implies significant short-term cost impacts. Two<br />

principals must prevail in any EDC relationship with the DoD:<br />

• Resources must be greater than any costs; and<br />

• Agreement must work for all parties if redevelopment is to work.<br />

Where an economic conveyance process is not pursued for certain portions<br />

<strong>of</strong> the property not conveyed to public agencies or homeless providers, the<br />

expected alternative transfer mechanism will be direct or negotiated sales,<br />

or advertised public sales.<br />
