community intersection treatment (see Section 2.17 for<br />

landscape guidelines).<br />

I. Special Development or Reuse Requirements<br />

1. Concept plan approval shall be required for <strong>Plan</strong>ning Area 8,<br />

13, and 14 prior to development (refer to Section 4.2.1 <strong>of</strong> this<br />

Specific <strong>Plan</strong>).<br />

2. Horizontally mixed-use projects shall refer to Site<br />

Development Standards applicable to the use(s). Vertically<br />

mixed-use projects shall refer to the Site Development<br />

Standards for Non-residential Uses.<br />

3. The baseline mix <strong>of</strong> uses for each <strong>Plan</strong>ning Area will be<br />

administered by the Non-Residential Land Use/Trip Budget<br />

procedure specified in Section 3.2.4. The purpose is to ensure<br />

that adequate circulation capacity is available to serve the<br />

proposed project. Up to 891 residential/dwelling units are also<br />

permitted within Neighborhood D. A minimum <strong>of</strong> 500 hotel<br />

rooms shall be developed in PA 13 and 14. This requirement<br />

shall be met through the development <strong>of</strong> at least one hotel<br />

project with a minimum <strong>of</strong> 250 rooms with the required<br />

balance <strong>of</strong> hotel rooms located in one or more hotel projects<br />

provided that each project shall have a minimum <strong>of</strong> 100 rooms.<br />

4. Affordability – In the event dwelling units are proposed, the<br />

following minimum affordable housing production objectives<br />

are intended to reflect the intention <strong>of</strong> the <strong>City</strong> to create a<br />

redevelopment project area (Community Redevelopment Law,<br />

section 33000) and as needed to meet Regional Housing<br />

Allocation needs as identified in the Housing Element <strong>of</strong> the<br />

General <strong>Plan</strong> through the provisions <strong>of</strong> housing for households<br />

at very low, low and moderate income levels. Specific housing<br />

requirements for redevelopment and Housing Element<br />

compliance on a residential housing project will be established<br />

at the time <strong>of</strong> development project approval to ensure<br />

conformity with the Housing Element <strong>of</strong> the General <strong>Plan</strong> and<br />

other applicable provisions <strong>of</strong> California Law and to achieve<br />

the following:<br />

a) The number <strong>of</strong> affordable housing units in Neighborhood<br />

D shall be 196, <strong>of</strong> which 53 must be at the very low<br />

MCAS <strong>Tustin</strong> Specific <strong>Plan</strong>/Reuse <strong>Plan</strong><br />
