Chapter 2 • <strong>Plan</strong> <strong>Description</strong><br />

2.14 NATURAL GAS<br />

The Southern California Gas Company (SCGC) is the jurisdictional<br />

agency responsible for providing natural gas service to the Specific <strong>Plan</strong><br />

area. However, base closure law and recent utility deregulation permits<br />

provision <strong>of</strong> gas service through the local government or through a third<br />

party provider (not necessarily SCGC).<br />

Presently, SCGC provides service to the site through gas lines located<br />

along Edinger Avenue, Red Hill Avenue, Barranca Parkway, and Harvard<br />

Avenue. SCGC maintains the feeder lines on the perimeter <strong>of</strong> the base and<br />

provides natural gas service through master meters to military-owned gas<br />

lines on the project site. SCGC recommends abandoning the existing<br />

natural gas mains along the base's perimeter and providing service<br />

connections to developments through a new backbone system constructed<br />

in a phased manner over time.<br />

The proposed natural gas system is shown in Figure 2-12. A utility<br />

purveyor will be responsible for the construction and maintenance <strong>of</strong> all<br />

new facilities. The new facilities for the project site will be developed as a<br />

loop-piping system. The backbone pipe sizes on the site will range from<br />

four to eight inches in diameter, and total approximately 32,000 linear<br />

feet. Service main piping (three inches and under) is estimated at 25,000<br />

linear feet. The proposed loop system will acquire natural gas from two<br />

sources:<br />

• An existing 4-inch diameter high-pressure main in Warner Avenue<br />

through a connection north <strong>of</strong> Construction Way and Warner Avenue.<br />

• The existing 4-inch medium-pressure line in Red Hill Avenue<br />

through a tie-in at Valencia Avenue.<br />

A regulator station will be required at the Warner Avenue connection to<br />

"step down" the high-pressure gas to acceptable service levels.<br />
