• The program is a duplication <strong>of</strong> available support services at<br />

another location (similar facilities are leased by the applicant<br />

within the <strong>City</strong> <strong>of</strong> Garden Grove).<br />

• It did not balance the economic and other needs <strong>of</strong> the<br />

community as it appeared that there would have been a<br />

negative impact on the property's ability to generate needed tax<br />

revenue resulting in the annual loss to the community <strong>of</strong><br />

approximately $52,400 in redevelopment tax increment and<br />

$16,500 annually in interim lease payments for use <strong>of</strong> an<br />

existing building at the site. With the Fiscal Impacts in the<br />

early years <strong>of</strong> the Reuse <strong>Plan</strong> expected to be significant to the<br />

local community, transfers <strong>of</strong> significant portions <strong>of</strong> the base<br />

<strong>of</strong>f the tax roll would create even more severe impacts and<br />

impede reuse efforts.<br />

2. Homeless Provider Applications Modified<br />

1. Human Options (DOVE Housing) - Dove Housing originally<br />

proposed to provide 20 emergency transitional housing<br />

opportunities for homeless families distributed within various<br />

portions <strong>of</strong> the installation's existing family housing (10<br />

dwelling units in the base's Northeast (N/E) Housing Area, 10<br />

dwelling units in the base's Southeast (S/E) Housing Area).<br />

However, due to the type <strong>of</strong> multi-family unit (apartment-style)<br />

configuration currently existing within the neighborhood, the<br />

Task Force approved Dove's use <strong>of</strong> six units to be<br />

accommodated in one 6-plex. Dove Housing is experienced in<br />

owning and operating similar facilities, especially emergency<br />

shelter programs elsewhere in the County. The proposal to serve<br />

homeless families would fill a homeless need "gap" in the<br />

continuum <strong>of</strong> care approach identified by the community. The<br />

proposed program would promote coordination with support<br />

service providers, school districts, etc., and encourages linkages<br />

with job training, employment and education opportunities<br />

provided within the proposed reuse plan and community at<br />

large. The Task Force approved the request as modified with<br />

conditions identified within the MCAS <strong>Tustin</strong> Reuse <strong>Plan</strong>.<br />

2. Families Forward (formerly Irvine Temporary Housing) -<br />

Families Forward originally requested 13 transitional housing<br />

opportunities for homeless families in the installation's<br />

Southeast family housing area. However, due to the type <strong>of</strong><br />

multi-family unit (apartment-style) configuration currently<br />

existing within the neighborhood the Task Force approved their<br />

use <strong>of</strong> 14 units to be located in one 6-plex, and two 4-plexes due<br />

<strong>City</strong> <strong>of</strong> <strong>Tustin</strong><br />
