are ancillary to the restaurant use.<br />

Alcohol Beverage Sales Establishment – Off-Site. An <strong>of</strong>f-site sales<br />

establishment provides for the sale <strong>of</strong> alcoholic beverages for consumption<br />

<strong>of</strong>f the premises. Off-Site Sales Establishments may include the<br />

following:<br />

1. Food Market Store, less than 10,000 square feet in size, where<br />

alcoholic beverages are sold primarily for <strong>of</strong>f-site consumption.. A<br />

Food Market Store is a retail establishment where food, beverages,<br />

household and personal items, or any combination there<strong>of</strong>, are sold. .<br />

2. Microbrewery/Wine Tasting Establishment. An establishment that<br />

includes beverage production <strong>of</strong> beer and/or wine and may include a<br />

tasting facility and sales <strong>of</strong> beer and/or wine in original, unopened<br />

containers for consumption <strong>of</strong>f the premises where sold. The<br />

establishment shall not include the sale <strong>of</strong> alcoholic beverages for onsite<br />

consumption with the exception <strong>of</strong> sampling the product within a<br />

tasting facility or on-site consumption in conjunction with a restaurant.<br />

3. Specialty Store: A market or retail establishment that <strong>of</strong>fers a<br />

combination <strong>of</strong> unique foods and alcoholic beverages not commonly<br />

found in food market stores or other retail stores. The establishment<br />

may include a tasting facility as a primary use or as an ancillary use to<br />

the purchase <strong>of</strong> alcohol for <strong>of</strong>f-site consumption.<br />

Baseline Mix <strong>of</strong> Uses. An assumed mix <strong>of</strong> non-residential uses for each<br />

neighborhood, which establish a baseline capacity <strong>of</strong> average daily trips<br />

for each neighborhood.<br />

Building Setbacks. Building setback distances are measured from future<br />

rights-<strong>of</strong>-way. Non-conforming building setbacks will be permitted to<br />

remain to accommodate existing buildings not in future rights-<strong>of</strong>-way.<br />

Children's Intermediate Care Shelter. A 60-bed emergency shelter for<br />

abused, neglected children.<br />

Concept <strong>Plan</strong>. A type <strong>of</strong> plan required concurrent with submission <strong>of</strong> a<br />

new development proposal, reuse project, or subdivision used to document<br />

and insure that the necessary linkages are provided between the<br />

development project and the <strong>Plan</strong>ning Area/Neighborhood in which it is<br />

located, the integrity <strong>of</strong> the Specific <strong>Plan</strong> and purpose and intent <strong>of</strong> each<br />

Neighborhood is maintained, and applicable considerations <strong>of</strong> <strong>City</strong><br />

requirements are identified and satisfied.<br />
