which would create an impact on SAUSD facilities. In<br />

fact, the closest residential area to the proposed site at<br />

MCAS, <strong>Tustin</strong> is approximately one and one-half to two<br />

miles away. The <strong>Tustin</strong> Unified School District (TUSD)<br />

and Irvine Unified School District (IUSD) requests for<br />

conveyance were supported by the <strong>Tustin</strong> Base Closure<br />

Task Force because proposed residential uses are within<br />

both District boundaries at MCAS, <strong>Tustin</strong>. Since the<br />

residential uses will impact TUSD and IUSD facilities,<br />

those conveyances are appropriate.<br />

• SAUSD will have under California law the ability to<br />

adopt a School Facilities' Fee program within their district<br />

boundaries at the base <strong>of</strong> approximately $.28 a square foot<br />

for all new construction. With over a million square feet<br />

<strong>of</strong> commercial and industrial space possible for<br />

development within the SAUSD boundaries based on the<br />

proposed Reuse <strong>Plan</strong>, SAUSD would see school facility<br />

revenue in excess <strong>of</strong> $280,000 from proposed<br />

development on the base in addition to actual property tax<br />

revenue. Additionally, California law also provides that<br />

SAUSD could acquire property within the <strong>City</strong> <strong>of</strong> Santa<br />

Ana to meet their needs, serving the immediate residential<br />

neighborhoods <strong>of</strong> Santa Ana.<br />

• The requested 75-acre site is not the most suitable site for<br />

a school given its adjacency to two major arterial<br />

highways, its location within <strong>City</strong> <strong>of</strong> <strong>Tustin</strong> General <strong>Plan</strong><br />

roadway Noise Impact Areas that will exceed 65 dba's,<br />

and the immediate interface with proposed industrial uses.<br />

In addition, the subject site will be impacted physically by<br />

the proposed widening <strong>of</strong> Red Hill Avenue which will<br />

require at least 20 feet <strong>of</strong> additional right-<strong>of</strong>-way<br />

dedication along Red Hill Avenue (the westerly portion <strong>of</strong><br />

the requested SAUSD site) and extension <strong>of</strong> Warner<br />

Avenue which will require at least 100-120 feet <strong>of</strong> right<strong>of</strong>-way<br />

dedication (the northerly portion <strong>of</strong> the requested<br />

75-acre site).<br />

6. Native American Indian Cultural Center - The Native American<br />

Indian Cultural Center submitted an application requesting<br />

transfer <strong>of</strong> approximately 130 acres <strong>of</strong> base property for use in<br />

creating a four-year university program for Native-American<br />

students.<br />
