for completeness and how they measured against established criteria for<br />

evaluation.<br />

Notices <strong>of</strong> interest recommended by the Task Force were those found to<br />

present the best responses to established application review criteria.<br />

Applications rejected were those which did not accomplish the following:<br />

• Contain all requested application information;<br />

• Have good general experience and capability;<br />

• Balance in an appropriate manner the economic and other<br />

community development needs <strong>of</strong> the community;<br />

• Fill a critical need gap identified in the communities' Consolidated<br />

<strong>Plan</strong>s;<br />

• The proposal was consistent with the proposed Reuse <strong>Plan</strong> and<br />

compatible with surrounding community neighborhoods,<br />

infrastructure, social services, etc. not creating any potential negative<br />

impacts;<br />

• Consistent with the principles embraced by the LRA and Task Force<br />

and issues they wanted addressed in their development <strong>of</strong> a Homeless<br />

Accommodation <strong>Plan</strong> as discussed in Section 2.3.6;<br />

• Clearly Demonstrated a sound financial status and/or an ability to<br />

finance the proposal submitted;<br />

• Demonstrated experience in the operation <strong>of</strong> programs similar to the<br />

one requested at MCAS <strong>Tustin</strong>;<br />

• Demonstrated established and adequate property ownership and<br />

property management experience;<br />

• Demonstrated a firm ability to provide the specific services<br />

proposed;<br />

• The proposal would serve specific community needs;<br />

• The proposal provided adequate sources <strong>of</strong> funding and was self<br />

supportive;<br />

• The proposer had a verified history <strong>of</strong> compliance with obligations<br />

and responsibilities associated with previous contractual associations<br />

or requirements <strong>of</strong> state/federal grants;<br />
