Chapter 1 • Introduction<br />

Irvine will have to adopt any General <strong>Plan</strong> and zoning changes necessary<br />

to implement the provisions <strong>of</strong> the <strong>Plan</strong> within the <strong>City</strong> <strong>of</strong> Irvine.<br />

1.2 LOCATION AND SETTING<br />

MCAS <strong>Tustin</strong> is located in Southern California near the center <strong>of</strong> Orange<br />

County, and is approximately 40 miles southeast <strong>of</strong> downtown Los<br />

Angeles (Figure 1-1). The MCAS <strong>Tustin</strong> Specific <strong>Plan</strong>/Reuse <strong>Plan</strong> project<br />

area encompasses approximately 1,606 gross acres. The majority <strong>of</strong> the<br />

<strong>Plan</strong> area, 1,511 acres, lies in the southern portion <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Tustin</strong>.<br />

Approximately 95 acres, consisting <strong>of</strong> existing military family housing<br />

and vacant land, lies within the <strong>City</strong> <strong>of</strong> Irvine. The <strong>City</strong> <strong>of</strong> Santa Ana<br />

borders the site to the southwest.<br />

The <strong>Plan</strong> project area is located in an area bounded by four freeways: the<br />

Costa Mesa (SR-55), Santa Ana (I-5), Laguna (SR-133), and San Diego (I-<br />

405) freeways. The major roadways which border the site include Red Hill<br />

Avenue on the west, Edinger Avenue and Irvine Center Drive on the north,<br />

Harvard Avenue on the east, and Barranca Parkway on the south.<br />

Jamboree Road transects the site and provides access to the Eastern<br />

Transportation Corridor. John Wayne Airport is located approximately<br />

three miles to the south, and a Metrolink Commuter Rail station providing<br />

daily passenger service to employment centers in Orange, Los Angeles,<br />

Riverside, and San Diego counties is located immediately to the north <strong>of</strong><br />

the project area. This local setting is illustrated in Figure 1-2.<br />

Virtually an island in a highly urbanized location, the project area is<br />

generally bounded by single-family residential uses and business park uses<br />

to the north, light industrial and research and development uses to the<br />

west, light industrial and commercial uses to the south, and residential<br />

uses to the east <strong>of</strong> Harvard in the <strong>City</strong> <strong>of</strong> Irvine. In fact, the site is one <strong>of</strong><br />

the largest remaining tracts <strong>of</strong> developable land in central Orange County.<br />

Its locational advantages in terms <strong>of</strong> proximity to transportation facilities,<br />

community services, and regional commercial and cultural facilities makes<br />

it a prime location for urban development.<br />

The <strong>Plan</strong> project area encompasses property previously within the<br />

boundaries <strong>of</strong> the former MCAS <strong>Tustin</strong> and one privately owned 4.1-acre<br />

site located at the northeasterly corner <strong>of</strong> the project area.<br />
