Chapter 4 • Specific <strong>Plan</strong> Administration<br />

construction program, since both are designed to serve geographic areas is<br />

they develop. If any highways in which domestic water lines are to be<br />

located are actually built before their scheduled phase it will be<br />

recommended that water lines be installed at that time. In such cases, the<br />

line may be capped until connection is needed. In order to avoid costly<br />

roadway excavation, it is recommended that installation and capping <strong>of</strong><br />

the Valencia North Loop Road line between Armstrong Avenue and the<br />

West Connector will take place in Phase I, with actual connection<br />

occurring during Phase II. The service provider for domestic water is the<br />

Irvine Ranch Water District.<br />

4.4.7 Reclaimed (Non-Potable) Water<br />

To the maximum extent possible, the backbone water line system for<br />

reclaimed water will be coordinated with arterial highway construction. If<br />

any highways in which reclaimed water lines are to be located are<br />

actually built before their scheduled phase, it is recommended that water<br />

lines be installed at that time. In such cases, the line may be capped until<br />

connection is needed.<br />

Four potential well sites generally located in the southerly portion <strong>of</strong> the<br />

project will be the subject <strong>of</strong> subsequent negotiation, the results <strong>of</strong> which<br />

shall guide any conditions associated with well locations/relocations. The<br />

service provider for reclaimed water is the Irvine Ranch Water District.<br />

4.4.8 Sanitary Sewer<br />

To the maximum extent possible, the backbone sanitary sewer system will<br />

be coordinated with the arterial highway construction. If any highways in<br />

which sanitary sewer lines are to be located are actually built before their<br />

scheduled phase, it will be recommended that the sewer line must be<br />

installed at that time. In such cases, the line may be capped until<br />

connection is needed.<br />

In order to avoid costly roadway excavation, it is recommended that<br />

installation and capping <strong>of</strong> the Valencia North Loop Road line between<br />

Armstrong Avenue and the West Connector will take place in Phase I. The<br />

anticipated service provider for sanitary sewers is the Irvine Ranch Water<br />

District.<br />

4.4.9 Storm Drain<br />

The storm drain system will be constructed in phases generally in<br />

conjunction with arterial highway construction which provide maximum<br />

flood protection for existing and planned development and keep<br />
