Chapter 3 Land Use and Development/Reuse Regulations<br />

3.4 NEIGHBORHOOD B<br />

3.4.1 Introduction<br />

Neighborhood B is composed <strong>of</strong> <strong>Plan</strong>ning Areas 4, 5, and 7, as shown on<br />

the Statistical Analysis, Table 3.2. The Low Density Residential use (PA<br />

4) contained 274 attached dwelling units, known as <strong>Tustin</strong> Villas. The<br />

<strong>City</strong> has identified some <strong>of</strong> the corrections necessary to meet building and<br />

safety code requirements. However, the units lacked the architectural and<br />

landscaping details generally found in private market housing. The<br />

following regulations and guidelines address the improvements that will<br />

be required for new construction.<br />

<strong>Plan</strong>ning Area 5 contained nine small buildings located in the southwest<br />

corner <strong>of</strong> the <strong>Plan</strong>ning Area. <strong>Plan</strong>ning Area 7 contains two <strong>of</strong> the blimp<br />

hangar mooring circles as well as undeveloped land area.<br />

The following regulations and guidelines have been developed in response<br />

to issues at both the Neighborhood and <strong>Plan</strong>ning Area levels. The issues<br />

involve the need for upgrading the housing area to market-rate standards;<br />

infill development considerations for new housing; visually integrating<br />

uses through landscape design; and trail linkages to adjacent<br />

neighborhoods.<br />
