Loss <strong>of</strong> Off-Site Power - The loss <strong>of</strong> <strong>of</strong>f-site power affects all electrical equipment. The plant is<br />

designed with a manually started backup power supply, which picks up selected electrical loads such as<br />

the AIS hoist, lighting, and ventilation system. Certain equipment has uninterruptible (battery) backup<br />

for loss <strong>of</strong> power so that functions such as parts <strong>of</strong> the central monitoring system (CMS) continue<br />

without power interruption. The site backup power system can maintain the containment functions (e.g.,<br />

negative pressure ventilation balance), and is discussed in Section 4.6.<br />

4.3.8 WIPP <strong>Waste</strong> Information System<br />

The RH WAC 1 requires specific information from the waste generators to meet the waste certification<br />

requirements. The WIPP waste information system (WWIS) provides an online source <strong>of</strong> data required<br />

by the RH WAC, 1 showing the waste form, type payload, weight, and radionuclide inventory.<br />

The WIPP WWIS is a system <strong>of</strong> computerized tools in a multiuser relational database designed to<br />

facilitate the effective management and tracking <strong>of</strong> TRU waste from <strong>DOE</strong> waste generator sites to the<br />

WIPP. The WWIS will gather, store, and process information pertaining to TRU waste designated by the<br />

Secretary <strong>of</strong> <strong>Energy</strong> for disposal at the WIPP. The system will support those organizations who have<br />

responsibility for managing TRU waste by collecting information into one source and providing data in a<br />

uniform format that has been verified or certified as being accurate. The WWIS will be a reliable, secure,<br />

and accurate system to store all information pertaining to characterization, certification, and emplacement<br />

<strong>of</strong> waste at WIPP. <strong>Waste</strong> information for WWIS will be supplied by the generator sites <strong>of</strong> the TRU<br />

waste and the WIPP facility.<br />

The WWIS includes features to automate the transfer <strong>of</strong> the data required by the RH WAC 1 from the<br />

waste generators to the WIPP and also includes the limiting criteria from the RH WAC 1 . Data input by<br />

the waste generators that does not meet these criteria is automatically flagged for review. In addition to<br />

providing RH WAC 1 related information for the repository, the WWIS provides operational information,<br />

and routine and special reports. See WP 08-WA.06 2 , Appendix A for an example <strong>of</strong> the WWIS Data<br />

Dictionary.<br />

The WWIS provides the following functions:<br />

Entry and validation <strong>of</strong> waste characterization data for waste destined for the WIPP.<br />

Entry and validation <strong>of</strong> waste certification data for waste destined for the WIPP.<br />

Entry and validation <strong>of</strong> waste transportation data for waste destined for the WIPP.<br />

Entry and validation <strong>of</strong> waste emplacement location data for waste emplaced at the WIPP.<br />

During the waste handling process, the waste container identity is entered into the WWIS to track the<br />

location <strong>of</strong> the waste, and to verify that the information contained in shipping documents was correct.<br />

Once the waste is emplaced, a final set <strong>of</strong> documents summarizing the contents and final disposition <strong>of</strong><br />

the waste is generated by the WWIS and added to other pertinent documentation to create the required<br />

records. The records generated will be used to show WIPP’s compliance with the applicable regulations<br />

relative to the type <strong>of</strong> wastes destined for disposal at WIPP.<br />
