MEMORANDUM OF UNDERSTANDING: EMERGENCY RADIOLOGICAL TREATMENT<br />

CENTER FOR THE WASTE ISOLATION PILOT PLANT PROJECT BETWEEN THE U.S.<br />

DEPARTMENT OF ENERGY AND GUADALUPE MEDICAL CENTER. (The name <strong>of</strong> the<br />

medical center has been changed to Carlsbad Medical Center.) This MOU provides for an Emergency<br />

Radiological Treatment Center (ERTC) at the GUADALUPE Medical Center.<br />

MUTUAL AID AGREEMENT BETWEEN THE CITY OF CARLSBAD AND THE U.S.<br />

DEPARTMENT OF ENERGY. This Agreement authorizes assistance in times <strong>of</strong> declared<br />

emergency where the enormity <strong>of</strong> the emergency exceeds the response capability <strong>of</strong> the responsible<br />

jurisdiction.<br />

MUTUAL AID AGREEMENT BETWEEN THE CITY OF HOBBS AND THE U.S.<br />

DEPARTMENT OF ENERGY. This Agreement authorizes assistance in times <strong>of</strong> declared<br />

emergency where the magnitude <strong>of</strong> the emergency exceeds the response capability <strong>of</strong> the responsible<br />

organization.<br />

INTERAGENCY AGREEMENT BETWEEN THE U. S. BUREAU OF LAND MANAGEMENT<br />

AND THE U. S. <strong>DOE</strong>, AND THE U. S. NATIONAL PARK SERVICE (NPS), AND THE U. S.<br />

FOREST SERVICE. This Agreement provides for assistance in search and rescue missions and<br />

training.<br />

MEMORANDUM OF UNDERSTANDING BETWEEN U.S. <strong>DOE</strong> AND LEA REGIONAL<br />

HOSPITAL (L. H.). This MOU provides for an Emergency Radiological Treatment Center (ERTC)<br />

at LEA REGIONAL HOSPITAL.<br />

8.5.4.6 Training and Exercises<br />

Emergency management training consists <strong>of</strong> formal classroom instruction, self-paced training modules,<br />

on-the-job training, drills and exercises. This training allows all emergency management related<br />

participants to function safely and skillfully. Individuals participating in these areas must be trained, and<br />

be qualified before they are allowed to assist in emergencies.<br />

The Emergency Management Section has developed a procedure for the effective management <strong>of</strong> drills<br />

and exercises. A coordinated program <strong>of</strong> drills and exercises enhances the ability <strong>of</strong> specialized teams<br />

and individual personnel to respond to potentially adverse situations. The Emergency Management<br />

Section conducts a variety <strong>of</strong> drills and exercises.<br />

A full participation exercise is conducted periodically to demonstrate an integrated emergency response<br />

capability. The integrated exercise includes Federal, state, local, regulatory, and/or emergency response<br />

organizations which may include <strong>DOE</strong>/HQ, <strong>DOE</strong>/AL, and CBFO participants.<br />

8.5.4.7 Reentry and Recovery<br />

Guidance for the reentry and recovery following an emergency is based on regard for human life, and<br />

conditions existing at the time. The recovery process detailed in WP 12-ER3903, Event Recovery, 15<br />

evaluated the proposed actions by comparing the risks <strong>of</strong> the hazards to the actual or potential benefits to<br />

be gained.<br />
