2002 - 2003 FISAP Report - Functional<br />

<strong>SCT</strong> would like to sincerely thank the University of North Carolina (Greensboro) for beta testing<br />

the FISAP functionality for the new year.<br />

Overview<br />

Each year, Title IV-eligible schools must report the fiscal year’s final campus-based<br />

aid disbursed by fund type, as well as the number of students receiving such aid. This<br />

reporting is done through the FISAP (Fiscal Operations Report and Application to<br />

Participate), which includes data from <strong>SCT</strong> <strong>Banner</strong> <strong>Financial</strong> <strong>Aid</strong>, Student, and<br />

Accounts Receivable.<br />

<strong>SCT</strong> <strong>Banner</strong> provides your institution with the two grids needed to report this<br />

campus-based data. You then use these reports to transfer the data to the<br />

Department of Education’s FISAP Web site.<br />

For the 2002 - 2003 aid year, the Department of Education made no changes to these<br />

required grids, thus no changes were made to them in <strong>SCT</strong> <strong>Banner</strong>.<br />

These grids are:<br />

• Part II. Application to Participate for Award Year July 1, 2004 through June 30,<br />

2005, Section F. Information on Eligible <strong>Aid</strong> Applications for Award Year 2002<br />

-2003.<br />

• Part VI. Program Summary for Award Year July 1, 2002 through June 30, 2003,<br />

Section A. Distribution of Program Recipients and Expenditures by Type of<br />

Student.<br />

No change was made to the calculation of less-than-part-time students for Part VI,<br />

Section A for 2002 - 2003. The Department requires this information be reported<br />

only in Part VI, Section A. Thus, the column reporting this information has been<br />

removed from Part II, Section F. As noted in the 2001 - 2002 FISAP release, after<br />

consultation with the Department of Education, it was confirmed that <strong>SCT</strong> <strong>Banner</strong><br />

is not out of compliance with the calculation. The logic used to select less-than-fulltime<br />

students is based on the student's enrollment for the entire year rather than on<br />

just the last regular term of attendance.<br />

If you have created student records by just entering the student's EFC on the Need<br />

Analysis Results Form (RNARSLT) so that the student is packaged, then <strong>SCT</strong> <strong>Banner</strong><br />

does not have sufficient data in order to accurately place or count the student in the<br />

two income grids. The FISAP depends on the student's dependency status, tax filing<br />

status, and income being reported in <strong>SCT</strong> <strong>Banner</strong> <strong>Financial</strong> <strong>Aid</strong>. <strong>SCT</strong> <strong>Banner</strong> will<br />
