Section 23 NSLDS Processing Changes - Functional NSLDS Data Unsubsidized, and Unallocated amounts. NSLDS breaks this amount out by reviewing the underlying loans and using the calculations noted in NSLDS Newsletter #6. If a remaining balance exists for the Consolidated Loan after Subsidized and Unsubsidized is separated out, this amount is placed by NSLDS in the new Unallocated Consolidated Amount field. The Combined Amount field will include the total of Subsidized, Unsubsidized, and Unallocated amounts. Also two new fields containing data are loaded from the ISIR -- Subsidized Loan Limit and Combined Loan Limit -- into the existing Exceeds Subsidized Limits and Exceeds Combined Limits fields, respectively, on RNASL05. Both fields will now be referenced by packaging and disbursement. Packaging Validation References Exceeds Limits Fields With this release, SCT Banner packaging looks at the new Exceeds Subsidized Limit and Exceeds Combined Limit fields on RNASL05, and if a Y or E exists in either field, no additional Stafford or any FSA fund is awarded. Disbursement Validation References Exceeds Limits Fields Previously, Banner only checked the RNARLST match indicators for default or overpayment at the time of disbursement. With this release, SCT Banner now also looks at the new Exceeds Subsidized Limit and Exceeds Combined Limit fields on RNASL05, and if a Y or E exists, disbursement does not occur, and the error message, NSLDS Indicates Aggregate Limits Exceeded, displays. Also, no other FSA funds will be disbursed. Section 23 NSLDS Processing Changes - Functional NSLDS Data Field Data Note Total Aggregate Subsidized or Unsubsidized Combined Outstanding Principal Balance Outstanding Principal Balance + Pending Disbursement Subsidized + Unsubsidized + Unallocated funds May include interest and fees. Combined Total Subsidized + Unsubsidized + Unallocated funds + pending disbursements May include interest and fees. Unallocated Outstanding Principal Balance or Unallocated Consolidated Total Balance remaining after Subsidized and Unsubsidized is separated out of the Combined Amount. The same value will display in the Unallocated Consolidated Outstanding Principal Balance as will display in the Unallocated Consolidated Total field as no pending disbursements exist for this data. The Unallocated Consolidated amount is likely interest and fees, but because NSLDS cannot guarantee that it is not another loan, they recommend including the unallocated amount in the aggregate loan calculations. Unallocated Amounts need to be part of aggregate limit checks, not annual limit checks. If a school can determine that the unallocated amount is not a loan but rather interest and fees, they may adjust the aggregate calculation to not include the unallocated amount and increase the student's eligibility. In Banner this may be done by creating a manual record on RNASLxx or placing a NSLDS override on RNARSLT. Schools should have supporting documentation of this information.
