NSLDS Processing Changes - Functional
Overview
On July 1, 2001, paper Financial Aid Transcripts (FATs) -- which provided financial
aid history -- were made obsolete. Beginning with the 2001 - 2002 academic year, all
schools (with the exception of Nursing and other health-allied institutions) must
use the National Student Loan Database System (NSLDS) as the official source of
students’ financial aid histories instead of paper FATs.
Note: Exempted Nursing and health-allied schools may create manual records
on the 2004 - 2005 Student Loan Data System Form (RNASL05), and use
NSLDS processing for a student’s financial aid history.
NSLDS information is loaded into Banner along with the ISIR as part of the Data
Load process. For mid-year transfers, the Department’s NSLDS Transfer Monitoring
(TSM) Files provide schools with the student’s most recent financial aid history.
2003 - 2004 Aid Year
For the 2003 - 2004 aid year, NSLDS modified the information sent on the NSLDS
record, therefore changing the information loaded into Banner from both the ISIR
and the TSM Files.
The amount loaded into the Consolidated field included subsidized and
unsubsidized dollars already reported in the Totals for subsidized and unsubsidized
amounts. This change impacted the aggregate calculations in Banner. When
packaging FFEL loans, this caused clients to incorrectly receive the error message
Exceeds Cumulative Maximum when awarding Subsidized and Unsubsidized Stafford
loans - Problem #88800. The workaround for this problem is to create a manual
NSLDS record or override limits on the Need Analysis Results Form (RNARSLT).
Although SCT could now deliver code with new formulas correcting the aggregate
calculations, this could require more work for clients that created manual RNASLxx
records to work around the defect. Therefore, no changes will be made to the 2003
- 2004 Aggregate Calculations and current workarounds will continue to work as
they have.
2004 - 2005 Aid Year
NSLDS has further changed the information being sent as part of the ISIR file for
2004 - 2005. Specifically, NSLDS is no longer sending information on Consolidated
Loans, but instead is breaking this information out for clients into Subsidized,
