Complete the construction of Town Creek Park,Phase 1 by the end of FY 03 and of Phase 2 by theend of FY 08.3. Build the new cemetery on South Gay Street by theend of FY 03.4. Finish the construction of the clay court TennisCenter on Richland Road by the end of FY 03,contingent upon enrollment of a sufficient numberof individuals willing to commit to paying an annualmembership fee to generate enough membershiprevenue to pay the debt service on the debt issuedto finance construction of the Tennis Center.5. Complete the Land Use Plan, have the PlanningCommission and City Council study it, and adopt itby the end of FY 03.6. Open the Work Training Center in cooperation witharea industry and the Industrial Development Boardin Industrial Park #1 by the end of FY 03.7. Upgrade the treatment capacity at the H. C. Morganwastewater treatment facility to 9 MGD by the endof FY 04 and close the Northside wastewatertreatment plant to remove nutrients and improvewater quality in Saugahatchee Creek by the end ofFY 05.8. Install the major sewer line extensions andreplacements approved in FY 02 by the end of FY04.9. Construct a new headquarters facility for the Waterand Sewer Department on Shug Jordan Parkwayby the end of FY 04.10. Work to ensure that the State of Alabama widensthe bridge over the Interstate on South CollegeStreet and extends the road improvements fromShell Toomer Parkway to Beehive Road by the endof FY 04.11. Participate with the State of Alabama in the street,drainage, and sidewalk improvements to DonahueDrive from Magnolia Avenue to Bragg Avenue bythe end of FY 04 and from Bragg Avenue to BedellAvenue by the end of FY 06.12. Expand Frank Brown Recreation Center to includea teen center by the end of FY 04; build a seniorcenter/therapeutics center by the end of FY 05; andconstruct Phase 2 of the Jan Dempsey Arts Centerby the end of FY 06.13. Continue the City’s commitment through grantfunding and local funding to the construction ofsidewalks, bikeways, and greenways as shown inthe Capital Improvements Program over the nextsix years.14. Work to ensure that the State of Alabamacompletes the installation of a new Interstateinterchange near Beehive Road by the end of FY 06.15. Purchase the property for the Auburn TechnologyPark West by the end of FY 03 and construct theneeded improvements so that the Park can be openby the end of FY 06.16. Acquire the right of way and develop the plans for themissing segments of the Outer Loop Road by the endof FY 05 and construct the roadway and install otherimprovements by the end of FY 06.17. Participate in the local funding for the installation ofsafety landing equipment and construction of a newterminal at the Auburn-Opelika Airport by the end ofFY 04.18. Finalize agreements with the Sheriff, the Lee CountyCommission, and the City of Opelika to build additionaljail space at the Lee County Detention Center by theend of FY 03 and construct the needed improvementsby the end of FY 05.19. Facilitate with private developers the construction ofMajor Street Plan projects: Longleaf Drive extensionto Cox Road and the Samford Avenue extension toEast Glenn Avenue by the end of FY 04; VeteransBoulevard from Sarah Drive to South College Streetby the end of FY 04; North Dean Road from EastUniversity Drive to South College Street by the end ofFY 07; and others listed in the Capital ImprovementsProgram.20. Purchase a new ladder truck for the fire service by theend of FY 03 and begin construction of fire station # 5in the South College Street area by the end of FY 04.21. Complete the improvements and extensions to thesewer system shown on the Master Sewer Plan andlisted in the Capital Improvements Program by theend of FY 08.22. Fund the second phase of the Duck Samford youthbaseball-softball complex during FY 05 and completeconstruction by the end of FY 06.114
