<strong>City</strong> <strong>of</strong> <strong>Auburn</strong>Revenue OverviewEnterprise Funds RevenuesThe operations <strong>of</strong> the <strong>City</strong>’s enterprise funds are financed by service charges collected fromcustomers (sewer system) and tenants (Industrial Development Board and the <strong>Auburn</strong>Center for Developing Industries), proceeds from the sale <strong>of</strong> the land (Industrial DevelopmentBoard) and from the transfer <strong>of</strong> resources from the General Fund.Internal Service Funds RevenuesThe <strong>City</strong>’s internal service funds receive revenues from charges for services to <strong>City</strong>employees (insurance premiums for health insurance benefits) and from the transfer <strong>of</strong>resources from the General Fund.Growth in <strong>City</strong> RevenuesThe following page presents data on the growth in total <strong>City</strong> revenues for fiscal years 1992through 2002.These data reflect solid, steady growth with an average increase in totalrevenues <strong>of</strong> 7.1% over this ten-year period. The <strong>City</strong>’s Industrial Development Board hashad significant success in achieving a more diversified economy for the <strong>City</strong> that, in turn,stabilizes the tax base. The <strong>City</strong> Schools’ reputation for excellence has stimulatedresidential construction and an accompanying expansion <strong>of</strong> the retail and servicecomponents <strong>of</strong> the economy.As a result <strong>of</strong> these factors, combined with the economic resources provided by thepresence <strong>of</strong> <strong>Auburn</strong> University, there have been no increases in the <strong>City</strong>’s sales tax ratesince 1991, nor in the occupation license fee rate since 1983. The business license feeschedule was updated for the year 2000 resulting in the first rate increase since 1977.However, the rates were increased only for some business license fee categories; the ratesfor other categories were decreased. A projected increase in the revenue received fromthese and other revenue sources included in the budgeted revenues is attributable to thestability and vitality <strong>of</strong> the <strong>City</strong>’s economy.58
