City of AuburnRevenue OverviewEnterprise Funds RevenuesThe operations of the City’s enterprise funds are financed by service charges collected fromcustomers (sewer system) and tenants (Industrial Development Board and the AuburnCenter for Developing Industries), proceeds from the sale of the land (Industrial DevelopmentBoard) and from the transfer of resources from the General Fund.Internal Service Funds RevenuesThe City’s internal service funds receive revenues from charges for services to Cityemployees (insurance premiums for health insurance benefits) and from the transfer ofresources from the General Fund.Growth in City RevenuesThe following page presents data on the growth in total City revenues for fiscal years 1992through 2002.These data reflect solid, steady growth with an average increase in totalrevenues of 7.1% over this ten-year period. The City’s Industrial Development Board hashad significant success in achieving a more diversified economy for the City that, in turn,stabilizes the tax base. The City Schools’ reputation for excellence has stimulatedresidential construction and an accompanying expansion of the retail and servicecomponents of the economy.As a result of these factors, combined with the economic resources provided by thepresence of Auburn University, there have been no increases in the City’s sales tax ratesince 1991, nor in the occupation license fee rate since 1983. The business license feeschedule was updated for the year 2000 resulting in the first rate increase since 1977.However, the rates were increased only for some business license fee categories; the ratesfor other categories were decreased. A projected increase in the revenue received fromthese and other revenue sources included in the budgeted revenues is attributable to thestability and vitality of the City’s economy.58
