Economic Development DepartmentPhillip Dunlap, DirectorThe mission <strong>of</strong> the <strong>City</strong>’s Economic Development Departmentis to create employment opportunities for citizens <strong>of</strong> <strong>Auburn</strong>and to expand the tax base <strong>of</strong> the community throughindustrial, commercial and retail development. We willdevelop and maintain economic development plans,strategies, and programs by:• Devising and utilizing unique marketing techniquesto recruit prospects• Creating and providing competitive incentive packageswhich may include designing financial assistancepackages• Administering the <strong>City</strong>’s revolving loan program• Identifying and developing property for new industrialparks• Maintaining contact with existing industries andbusinesses• Providing technical and financial assistance to merchantsin an effort to maintain a viable Central Business District• Administering the <strong>Auburn</strong> Center for DevelopingIndustries to allow fledgling industrial projects anopportunity to succeed• Working closely with other federal, state, local and privateeconomic development organizations that are able to makeresources available for <strong>Auburn</strong> businesses and industriesFY 03 Goals1. Seek to attract no less than eight industrial visits with thegoal <strong>of</strong> locating at least one new industry in <strong>Auburn</strong> bySeptember 30, 2003.2. Seek to attract new major commercial and retaildevelopment by locating at least one new project in<strong>Auburn</strong> by September 30, 2003.3. Administer the <strong>City</strong>'s revolving loan program with the goal<strong>of</strong> packaging two (2) loans in FY 03 and continue to usethe State Economic Development loan fund whereappropriate.4. Operate the small business incubator through the<strong>Auburn</strong> Center for Developing Industries with the goal <strong>of</strong>graduating one tenant and attracting one new tenant bySeptember 30, 2003.5. Participate in the SAE show in Detroit in FY 03 in support<strong>of</strong> State Development agencies with the goal <strong>of</strong>developing at least one industrial prospect.6. Participate in the Frankfurt Auto show in FY 03 in support<strong>of</strong> State Development agencies with the goal <strong>of</strong>developing at least one industrial prospect.7. Utilize the Housing Assistance Network to complete aminimum <strong>of</strong> eight spot rehabilitations for needy residentsby September 30, 2003.9. Conduct a “Community Development Day” information fairthat will provide a forum for non-pr<strong>of</strong>its and other communityservice providers to share information about their serviceswith the community by September 30, 2003.10. Utilize Community Development Block Grant funds to assistin Workforce Development for low-to-moderate incomecitizens by September 30, 2003.11. Coordinate a “Continuum <strong>of</strong> Care” coalition that consists <strong>of</strong>community partnerships in the effort to address housing, jobtraining, and quality <strong>of</strong> life issues for low-to-moderate incomecitizens <strong>of</strong> <strong>Auburn</strong> by September 30, 2003.12. Establish and administer a training center for workforcedevelopment by March 31, 2003.13. Revise marketing pr<strong>of</strong>ile, revise the Economic DevelopmentDepartment website, and develop a newsletter for <strong>Auburn</strong>industries by August 31, 2003.FY 04 Goals1.
