Juster, DirectorThe mission of the Planning Department is topromote planned and managed change as ameans of creating and maintaining anattractive “built environment” and conservingand protecting the City’s “natural environment.”To this end, special emphasis is placed upon:• Promoting the land use, public services,and transportation components of theCity’s comprehensive plan so that theyserve as an effective means of articulatingand implementing the City’sdevelopmental policies• Providing a high level of professional andtechnical support to the City Manager, CityCouncil, Planning Commission, and Boardof Zoning Adjustment in formulating andimplementing developmental policies• Meeting the immediate needs of localofficials, citizens, and developers through apro-active approach to customer serviceand a commitment to quality that is sharedamong all members of the Department• Conceiving and implementing programsaimed at improving the opportunities forlow and moderate income families to havedecent housingFY 03 Goals1. Complete the Triennial Review of theZoning Ordinance and coordinate thisreview with the work on theComprehensive Plan by September 30,2003.2. Working in conjunction with the KPSGroup, complete the preparation of theLand Use Plan by September 30, 2003.3. Submit a report of the annexations forcalendar year 2002 to the City Manager byJanuary 30, 2003.5. Carry out the Annual Citizens Survey andsubmit a report on the results to the CityManager by April 30, 2003.6. Transition a portion of the address/E911maintenance to the Public Safety Departmentby December 31, 2002.7. Initiate work on a management system toimplement the Comprehensive Plan bySeptember 30, 2003.8. Hold an orientation and training program forthe members of the Planning Commission andthe Board of Adjustment throughout FY 03.9. Carry out the annual survey of developers asa function of the City’s Development QualityCircle by March 31, 2003.FY 04 Goals1. Complete the preparation of a managementsystem for implementing the Land Use Planby March 31, 2004.2. In cooperation with the Public Works, Waterand Sewer, Public Safety, and InformationTechnology Departments, prepare andimplement an integrated developmentpermitting system by September 30, 2004.3. Submit a report of annexations for calendaryear 2003 to the City Manager by January 30,2004.4. Conduct the Annual Citizens Survey andsubmit a report of the results to the CityManager by April 30, 2004.5. Conduct the annual survey of developers as afunction of the City’s Development QualityCircle by March 31, 2004.6.
