Juster, DirectorThe mission <strong>of</strong> the Planning Department is topromote planned and managed change as ameans <strong>of</strong> creating and maintaining anattractive “built environment” and conservingand protecting the <strong>City</strong>’s “natural environment.”To this end, special emphasis is placed upon:• Promoting the land use, public services,and transportation components <strong>of</strong> the<strong>City</strong>’s comprehensive plan so that theyserve as an effective means <strong>of</strong> articulatingand implementing the <strong>City</strong>’sdevelopmental policies• Providing a high level <strong>of</strong> pr<strong>of</strong>essional andtechnical support to the <strong>City</strong> Manager, <strong>City</strong>Council, Planning Commission, and Board<strong>of</strong> Zoning Adjustment in formulating andimplementing developmental policies• Meeting the immediate needs <strong>of</strong> local<strong>of</strong>ficials, citizens, and developers through apro-active approach to customer serviceand a commitment to quality that is sharedamong all members <strong>of</strong> the Department• Conceiving and implementing programsaimed at improving the opportunities forlow and moderate income families to havedecent housingFY 03 Goals1. <strong>Complete</strong> the Triennial Review <strong>of</strong> theZoning Ordinance and coordinate thisreview with the work on theComprehensive Plan by September 30,2003.2. Working in conjunction with the KPSGroup, complete the preparation <strong>of</strong> theLand Use Plan by September 30, 2003.3. Submit a report <strong>of</strong> the annexations forcalendar year 2002 to the <strong>City</strong> Manager byJanuary 30, 2003.5. Carry out the Annual Citizens Survey andsubmit a report on the results to the <strong>City</strong>Manager by April 30, 2003.6. Transition a portion <strong>of</strong> the address/E911maintenance to the Public Safety Departmentby December 31, 2002.7. Initiate work on a management system toimplement the Comprehensive Plan bySeptember 30, 2003.8. Hold an orientation and training program forthe members <strong>of</strong> the Planning Commission andthe Board <strong>of</strong> Adjustment throughout FY 03.9. Carry out the annual survey <strong>of</strong> developers asa function <strong>of</strong> the <strong>City</strong>’s Development QualityCircle by March 31, 2003.FY 04 Goals1. <strong>Complete</strong> the preparation <strong>of</strong> a managementsystem for implementing the Land Use Planby March 31, 2004.2. In cooperation with the Public Works, Waterand Sewer, Public Safety, and InformationTechnology Departments, prepare andimplement an integrated developmentpermitting system by September 30, 2004.3. Submit a report <strong>of</strong> annexations for calendaryear 2003 to the <strong>City</strong> Manager by January 30,2004.4. Conduct the Annual Citizens Survey andsubmit a report <strong>of</strong> the results to the <strong>City</strong>Manager by April 30, 2004.5. Conduct the annual survey <strong>of</strong> developers as afunction <strong>of</strong> the <strong>City</strong>’s Development QualityCircle by March 31, 2004.6. Hold an orientation and training program formembers <strong>of</strong> the Planning Commission and theBoard <strong>of</strong> Adjustment throughout FY 04.4.
