B1PREFACEB1.1 THE PROJECTB1.1.1B1.1.2Chiltern Railways (CRCL) is proposing to open a new rail route between Londonand Oxford. This new route has been named the Evergreen 3 Project and is themost recent in a series of service improvement projects being implemented as partof CRCL’s 20 year franchise agreement with the Department for Transport (DfT) tooperate trains on the London Marylebone to Birmingham Moor Street route until2021.The new route will be implemented through the construction of a short connectingline between the London Marylebone to Birmingham Moor Street Line (operated byCRCL) and the Bicester to Oxford (BIOX) line. The BIOX line will be upgradedfrom just east of Bicester Town station to Oxford, including reinstatement of doubletrack, and installation of new signalling and safety systems. Bicester Town and Islipstations will be rebuilt and additional platforms provided at Oxford. A new stationwill also be constructed near Water Eaton to serve Kidlington and North Oxford.B1.1.3B1.1.4B1.1.5A Transport and Works Act Order (TWAO) application will be submitted to theSecretary of State in order to gain powers to construct this scheme in two phases.Phase 1 of development will create a partially single track BIOX route. Phase 2 willprovide double track to facilitate the EWR scheme to connect Oxford with MiltonKeynes and beyond. The two phases will be undertaken sequentially or in parallel,depending on the timescales for authorising the EWR project.This Code of Construction Practice (CoCP) has been prepared by EnvironmentalResources Management (ERM) on behalf of CRCL and is intended to be read inconjunction with the Environmental Statement (ES) for the Scheme.It should also be read in conjunction with the Planning Direction and PlanningConditions. A Request for Planning Direction and Draft Planning Conditions havebeen submitted with the TWAO application. These may be modified by CRCL orthe Secretary of State before they are approved.
