B6.1.5B6.1.6In order to ensure that the best practicable means are used to meet the levels set outabove, and to define existing ambient noise levels at potentially affected properties,a programme of on-site monitoring by a suitably qualified practitioner shall beagreed with the local authority. This monitoring programme shall include thelocation and frequency of readings and will define to whom the results shall bemade available. Monitoring will include, but not necessarily be limited to, locationsidentified in the ES as those where mitigation measures may be necessary to avoidsignificant noise disturbance.Without prejudice to the other requirements of this section, the following measuresshall apply:i) All potentially high noise generating activities will be restricted, whereverreasonably practicable, to daytime only (0700-1900 hours) and constructionactivities will be scheduled to minimise noise.ii)iii)iv)Plant will be used in an appropriate manner to minimise noise emissionsincluding regular maintenance of the plant.Modern, silenced and well-maintained plant fitted with efficient attenuators oracoustic covers, where appropriate, will be used at all times. All relevant plantand equipment will be expected to meet the noise limit and noise markingrequirements prescribed by the Noise Emission in the Environment byEquipment for Use Outdoors Regulations 2001, implementing EU Directive2000/14/EC.Equipment, including vehicles, will be shut down when not in use or throttleddown to a minimum.v) Noisy plant will be located as far as possible from sensitive receptors.vi)vii)Construction contractors will adhere to the codes of practice for constructionworking and piling set out in BS 5228 ‘Noise Control on Construction and OpenSites’ insofar as these are reasonably practicable and applicable to theconstruction works.The works will be scheduled such that the maximum benefit is obtained fromany noise screening measures with noise barriers used where these are effective.B6.1.7A wide range of potential mitigation measures at the construction compoundsincluding the following, where relevant:i) locate equipment as far from noise sensitive receptors as possible;ii)iii)iv)locate site offices so that they acoustically screen noisy activities;keep night-time working to a minimum;move materials required for night-time working as close as possible to the workarea for which they are required during daytime;v) screen or enclose particularly noisy activities;ENVIRONMENTAL RESOURCES MANAGEMENTB-23CHILTERN RAILWAYS
