significant effect may arise in relation to a matter previously scoped out, theenvironmental issue in question will be readmitted to the EIA, as appropriate.Spatial Scope2.5.6 The spatial, or geographical, scope of the appraisal takes into account the followingfactors:• the physical extent of the proposed works, identified through engineeringappraisals;• the nature of the baseline environment;• the manner in which the impacts are likely to be propagated; and• the pattern of governmental units (local/regional/national) which provide thetransport planning and policy context for the project.2.5.7 For example, any potential effects on archaeology would tend to be confined tothose areas physically disturbed by the works, whilst the effects of noise or visualintrusion could potentially be experienced at some distance from the works.Temporal Scope2.5.8 The temporal scope used for assessment of construction phase impacts will be from2011 to 2013. The temporal scope will also take into account the time of day duringwhich works are likely to be undertaken, notably whether they are undertakenduring daytime or night-time periods.For the operational phase, the temporal scope will be determined by the predicteddate of the scheme opening which is assumed to be 2013. For certainenvironmental topics, where effects are dependent on longer term considerations,such as natural or planned restoration or flood risk, which can affect ecology andlandscape, the operational phase will be taken to extend beyond the schemeopening for assessment purposes. Also, where a gradual increase in an effect, suchas noise from rail traffic growth occurs, the temporal scope will also extend beyondthe date of opening of the works.
