Catchment Flood Management Plans: Volume 1 – Policy Guidance, produced byDEFRA, the Environment Agency and the Welsh Assembly Government in2004 outlines how CFMPs should progress. The draft Thames CFMP wasreleased in 2008 ( 1 ) .G1.11 THE CIVIL CONTINGENCIES ACT, 2004 AND THE CLIMATE CHANGE ACT 2008The Civil Contingencies Act 2004 (Contingency Planning) Regulations 2005 affordspowers and responsibilities to Category 1 and 2 Responders for significant eventsituations, which includes flooding in addition to matters such as terroristthreat. Responders have defined responsibilities under the Act, whichrepresent compliance requirements.Requirements concerning adaptation to climate change, including flood riskadaptation, have also been introduced through the Climate Change Act 2008.Requirements for reporting on adaptation risks and capabilities are currentlyavailable in consultation draft for defined ‘Reporting Authority’ categorieswhich include public and private bodies.G1.12 THE OXFORD LOCAL PLAN 2001 – 2016, ADOPTED 11 NOVEMBER 2005The Oxford Local Plan sets out the detailed development framework forOxford up to 2016. The key policies of relevance to water resources and floodrisk include:Policy NE6 – Oxford’s Watercourses - Planning permission will only begranted for waterside development proposals that complement andenhance the waterside setting, and protect or, where appropriate, createwildlife habitats and public access along the watercourse.Policy NE7 – Development in the Undeveloped Floodplain - Planningpermission will only be granted for development within the undevelopedflood plain where:a. the proposed use is appropriate in the flood plain, or a particularlocation is essential and an alternative lower-risk location is notavailable;b. it is provided with the appropriate standard of flood defence;c. it does not impede flood flows; andd. it does not result in a net loss of flood water storage.Policy NE8 – Development on Low-lying Land – Planning permission willonly be granted for development within low-lying areas where:a. the appropriate standard of flood defence is provided; andb. the development will not lead to an increased risk of floodingelsewhere and incorporates, where necessary, appropriate mitigationand compensation measures.(1) Environment Agency (2008), Thames Catchment Flood Management Plan.ENVIRONMENTAL RESOURCES MANAGEMENTG1-8CHILTERN RAILWAYS
