LAQM TG (09) (1) , detailed assessment of NO 2 emissions can be scoped out, as perLAQM TG (09) guidance.3.8.5 According to LAQM TG (09) guidance, stationary diesel locomotives can give riseto high levels of SO 2 close to the point of emission if there are locations where thelocomotives are regularly stationary for periods of 15 minutes or more for three ormore occasions a day, and where there is the potential for regular outdoor exposureof individuals within 15 m of the stationary locomotives. In the current plan, trainswill only spend 11 minutes at Oxford between arriving and departing. No trainswill terminate at Bicester, and although there are currently no plans for trains toterminate at Water Eaton, if this becomes necessary, trains will have a quickturnaround time to avoid blocking the line. In any case, if there are any train unitsthat need to stand for more than 15 minutes, normal practice is for the engines toshut down automatically. In the event that there is overnight stabling of train unitsin the platform, shore-supply electricity will be installed to avoid having to run theengines to provide light for the cleaners. Therefore, it is not likely there will be anyrunning locomotives stationary at the stations and along the tracks for more than 15minutes. Detailed assessment of SO 2 emissions can be scoped out, as per LAQMTG (09) guidance.3.8.6 In summary, it is anticipated that air quality impacts during operations will not bea significant issue and therefore will not require detailed assessment. Road trafficnoise changes will be considered in the noise section.3.9 LAND QUALITY3.9.1 The purpose of the land quality assessment will be to assess the geology,hydrogeology and potential contamination in the area of the scheme. The abovesections will be considered with reference to temporary impacts duringconstruction and the longer term impacts of operation. Cumulative impacts fromfurther schemes in the area will also be considered.3.9.2 The existing soil and geological conditions, together with the influence of historicindustry on a site, can impose constraints on a scheme. The potential effects thatneed to be considered are:• Construction works which disturb contaminated land, in the absence ofmitigation measures, present a risk of remobilising contaminants andcausing additional contamination through migration in drainage andgroundwater, and in the air.• Exposure to contaminated material can potentially present a risk to those inits immediate vicinity, including construction workers and off-siteneighbours.(1) See Table 5.1 of LAQM TG (09)ENVIRONMENTAL RESOURCES MANAGEMENT36CHILTERN RAILWAYS LTD
