This will include adherence to theEnvironment Agency PPG notes and BSI code of practices asappropriate.With these measures in place, no significant residual effects will be likely, andtherefore a detailed study will not be required as part of the EIA.Evaluation Criteria4.9.9 With particular regard to land quality/contamination, the assessment processwill take into account the following factors:• the magnitude of the effect, as determined by its intensity and by its extentin space and time;• the sensitivity and vulnerability of the soil and groundwater bodies andhuman health receptors in the vicinity of the Scheme taking into accountexisting soil and groundwater quality and considering pathways throughwhich impacts may result; and• sensitivities of, and effects upon, surrounding and dependentenvironments, including the effects upon construction workers, siteneighbours and groundwater abstractors.4.9.10 As described above, magnitude is determined by the intensity, spatialcoverage and longevity of an impact. Magnitude will be classified as beinglow, medium or high. An impact of low magnitude would typically be animpact affecting a small area for a short period of time, whereas a highmagnitude impact may have permanent effects on a larger area.4.9.11 Significance is derived as a function of two main factors: the magnitude ofchange and the sensitivity / vulnerability of the receptor that is affected. Theassessment of the impact will largely be based upon professional judgement,experience and site-specific geological, hydrogeological and contaminativecharacteristics (toxicity of contamination, mobility of contamination etc.)Impacts will be classified as major, moderate, minor or negligible.4.9.12 In accordance with best EIA practice, the assessment of significant effects willbe conservative, considering a reasonable ‘worst case’. It may be possible, bydetailed design and through the inclusion of mitigation measures, to reducethose adverse effects and as such, ERM will recommend mitigation measuresto reduce effects where appropriate.
