3.7 TRAFFIC AND TRANSPORT3.7.1 During construction there may be short term impacts on local traffic and publictransport as well as pedestrians and cyclists during the main stages of the works.Works traffic accessing worksites, in conjunction with temporary road/laneclosures and temporary closure or diversion of public rights of way required tophysically accommodate worksites/work areas, will all serve to cause a degree ofdisruption during construction.3.7.2 Once the scheme is operational there may be long term effects which will arise fromthe use of the new/improved stations; Oxford, Water Eaton Parkway (new), Islipand Bicester, as well as effects relating to the permanent closure or diversion ofexisting public and private level crossings along the route. The scheme may alsoencourage some users of the A34 and M40, and the roads feeding them, to transferto rail.All of these issues will need to be reported in the EIA.3.8 AIR QUALITY AND DUST3.8.1 Construction activity, such as earthworks, movement of heavy goods vehicles(HGVs) on site, stockpiling and materials handling can sometimes give rise to dustgeneration. The amount of dust emitted will be dependent on weather conditions,ground conditions, wind speed and the direction and the proximity of receptors.The application of typical measures such as damping down of the site and carefulhandling of materials is likely to ensure that dust generation is kept to a practicableminimum. The need for and scope of such mitigation will be addressed in the EIA.3.8.2 Construction equipment such as generators may give rise to exhaust emissions,although the equipment likely to be used by the scheme contractors is expected tobe modern and compliant with relevant emission standards. The types ofconstruction equipment are not expected to give rise to significant adverse airquality impacts and this issue has been scoped out of the EIA.3.8.3 Operational impacts of the project on air quality may arise from emissions fromdiesel freight and passenger trains along the tracks, and emissions from stationarytrains.3.8.4 Pollutants commonly associated with railway operations are nitrogen dioxide(NO 2 ) and sulphur dioxide (SO 2 ). According to Defra’s Local Air QualityManagement Technical Guidance LAQM TG (09) (1) , sections of track that may havea large number of movements of diesel locomotives can give rise to high NO 2concentrations close to the track.
