7 Appendix 1: Surface Water RunoffSummary Method StatementThree annual event probabilities have been considered; 100% (1:1), 3.33%(1:30) and 1% (1:100). Allowances for climate change have been made for the1:100 year calculations in accordance with current guidance (HR Wallingford,2004).Surfaces assumed to be impermeable in this outline design level assessment ininclude roofs, car parks, pavements, roads, bridge structures and platforms. Assuch this represents a worst case scenario as it ignores the detailed designpotential for at-source mitigation.Greenfield peak runoff rates have been calculated using the small catchmentstatistical method specified by the former Institute of Hydrology in IH Report 124(IH124; Institute of Hydrology, 1994), in conjunction with the growth curvesfactors specified within the NERC Flood Studies Supplementary Reports 2 and 14.A catchment area of 50 ha was assumed for each site with the results expressedas runoff rates per unit area to facilitate scaling to the development area. A keycatchment descriptor within the method is the soil class(es) as defined by theWinter Rainfall Acceptance Potential (WRAP) map (NERC, 1975). This is anextremely coarse map which is mapped at a scale of 1:625,000 and as such doesnot contain sufficient information for determining local soil and underlyingsubstrate permeability. At design level the selection of appropriate soil classvalues would be informed by local soil maps coupled within infiltration tests. Forthe purposes of defining runoff rates for this assessment the soil permeabilityclasses and substrate classes within the Hydrology of Soil Types (HOST)classification (Institute of Hydrology, 1994) were used to guide soil classselection. The HOST classification has replaced the Winter Rainfall AcceptancePotential map in all current flood estimation procedures.Greenfield runoff hydrographs were calculated using 6 hour duration designrainfall events for the required return period event, as specified within the interimSUDS guidance (National SUDS Working Group, 2004) in conjunction with theReFH rainfall runoff method. Discrepancies between the peak runoff ratespredicted by ReFH and the equivalent IH124 estimates were resolved by adjustingthe time to peak parameter, if required.The assessment of current brownfield and potential post-development runoffvolumes for each return period was conducted:by assuming a runoff coefficient of one for impermeable areas;calculating a gross direct runoff volume by taking the product of the arealextent of the impermeable area and the corresponding rainfall eventprofile;calculating the equivalent greenfield runoff profile for the impermeablearea by taking the product of the greenfield runoff hydrograph (expressedin units of runoff per unit area) and the impermeable areas, andestimating the nett runoff volume for the impermeable area.This nett runoff volume represents the runoff volume that has to be captured,and preferably infiltrated to maintain runoff at the greenfield rate. For the 1:100year event the runoff calculations have included an overall increase in eventrainfall depth of 10% for the impermeable runoff estimate. This is the standard46
climate change allowance for the period 2025 to 2050 as specified in PPS25 andrecommended for use by current guidance (HR Wallingford, 2004).47
