that steps are unavoidable, an alternative route must be identified for peoplewith mobility impairments or disabilities.(ii)(iii)(iv)(v)(vi)Pavement ramps must be provided at all junctions of footways withcarriageways. Gradient falls must not exceed 1 in 12 and the base of the rampmust be flush with the carriageway.All temporary footways and ramps must be surfaced in non slip materials tothe satisfaction of the local Highway Authority.Existing footway widths around construction sites will be maintained.Clear signing must be provided at all times for pedestrian routes with theminimum number of changes to all temporary layouts in order to reduceconfusion. Advance warning should, if possible, indicate alternative existingwheelchair-accessible routes.Where it is necessary to excavate the highway for the purposes of accessing,installing, servicing or removing any form of apparatus, written permission isrequired under the New Roads and Streetworks Act 1991. The signing andguarding of the site is covered under Chapter 8 of the Traffic Signs Manual(published 2006).(vii) Headroom clearance over footways shall be a minimum of 2.3 m, with theexception of the Railway Bridge across the Rewley Abbey Stream, where theexisting clearance shall be maintained. A horizontal clearance of 0.6 m shallbe provided from the operational carriageway, where practicable, for anyhoarding to avoid fouling by vehicles. The minimum headroom clearance toany temporary structure project over the highway should be 5.41 m withadditional margins in accordance with TD27/96 (Design Manual for Roadsand Bridges, Volume 6, Part 2).(viii) All pedestrian routes diverted onto the carriageway must be clearly definedby continuous barriers, constructed to the reasonable requirements of thehighway authority, which will include a build-out and ramping parallel to thekerb line.(ix)(x)(xi)So far as is reasonably practicable, all footways and carriageways shall be keptfree from mud and other loose materials arising from the works.Lorries being reversed into or out of the site will only be allowed to traversecrossovers under the control of a competent banksman.After completion of the works all materials arising from the works shall becleared from the highway leaving it in a clean and tidy condition to thereasonable requirements of the highway authority.Maintenance and Repair of the HighwayENVIRONMENTAL RESOURCES MANAGEMENTB-17CHILTERN RAILWAYS
