D4.1.4 Planning Policy Guidance Note 24PPG24 (1) establishes Noise Exposure Categories (NECs) that are applicablewhen planning new residential developments affected by transport noise orby mixed noise sources. These categories are intended to provide guidance onthe levels of acceptable noise for new housing developments that should betaken into account when determining planning permission. The NECs are notintended for use in reverse, ie for assessing noise impacts of new noise sourceson existing housing. However, the derivations of these are explained and thisbackground research can be useful when considering absolute criterion fornoise impacts.PPG24 does not offer a single set of criteria, but introduces the concept ofNoise Exposure Categories (NECs) that provide flexibility to take account oflocal conditions and the needs of the local community and economy. Thereare four NECs:A. Noise need not be considered as a determining factor in granting planningpermission, although the noise level at the high end of the category shouldnot be considered as desirable.B. Noise should be taken into account when determining planningapplications and, where appropriate, condition imposed to ensure anadequate level of protection against noise.C. Planning permission should not normally be granted. Where it isconsidered that permission should be given, for example because there areno alternative quieter sites available, conditions should be imposed toensure a commensurate level of protection against noise.D.
