D3CONSTRUCTION NOISED3.1.1OverviewThe construction phase of a development is often the period over which anypotential noise impact is greatest. There are difficulties in applying the samenoise control measures to temporary construction activities as are applied tofixed and permanent installations or operations. The reasons for this are asfollows: Construction work is of a nature whereby noise control measures can berestrictive and could result in unreasonable prolonging of the site worksand construction programme. Work sites are not fixed and change according to the demands of theconstruction programme. Work, in the initial stages at least, is conducted out of doors without thebenefits of fixed buildings. Mobile plant is used which imposes a limit on the scope for noise controlmeasures.In the UK, no fixed limits apply to construction site noise. However, adviceand guidelines to local planning authorities and developers in the UK can befound in Planning Policy Guidance Note PPG 24 (1) , British Standard BS 5228 (2)and Department of the Environment (DoE) Advisory Leaflet (AL) 72 (3) . AL 72is out of print, but is referenced in BS 5228: Part 1: 2009, as a paper givingguidance on acceptable levels of noise. PPG24 refers to the guidance inBS5228 in respect of construction noise.D3.1.2Construction Noise StandardsDoE Advisory Leaflet AL 72DoE Advisory Leaflet (AL) 72 gives advice as to maximum levels ofconstruction site noise at residential locations during daytime hours(0700-1900). Since the criterion of speech interference forms the basis of therecommendations, they can be taken as applicable to commercial buildings.The leaflet states that the noise level outside the nearest occupied room shouldnot exceed: 75 dB(A) in urban areas near to main roads in heavy industrial areas; or(1) Planning and Noise, DoE 1994.(2) British Standard BS 5228 Noise control on construction and open sites, BS 2009.(3) Advisory Leaflet 72 (1976) Noise control on building sites, DoE.ENVIRONMENTAL RESOURCES MANAGEMENTD-14CHILTERN RAILWAYS
