4.5.12 Impacts graded as minor still constitute effects which warrant being brought tothe attention of the decision-maker, but the team considers these should carryonly little weight in the decision making process. It is generally assumed thatminor adverse impacts can be handled through good construction andoperational site practice, although the application of bespoke mitigationshould not be ruled out and both forms will be detailed within the ES.4.5.13 In accordance with best EIA practice, the assessment of significant residualeffects is conservative, considering a reasonable ‘worst case’. In some respectsat certain locations, it will therefore be possible, by detailed design andthrough the inclusion of additional mitigation measures, to reduce thoseadverse residual effects below those set out in this ES. The water resourcesand flood risk assessment conducted will thus present a robust andtransparent assessment of the ‘likely significant environmental effects’, bothpositive and negative.4.6 ARCHAEOLOGY AND CULTURAL HERITAGEMethodology4.6.1 The effect of the Scheme on archaeology and the setting of Scheduled AncientMonuments will be considered as part of the EIA process. The main phases ofthe assessment will be as follows:• an initial Cultural Heritage appraisal of the route;• definition of potentially sensitive Cultural Heritage receptors; and• examination of development proposals in order to identify andquantify areas of potential direct and indirect effects.In order to inform the scope of the work that will be required during the EIAprocess.Evaluation CriteriaIntroduction4.6.2 The appraisal methodology presented here is based on that outlined in theDesign Manual for Roads and Bridges (DMRB), in particular the latest(August 2007) iteration of the guidance (HA 208/07).4.6.3 The overall methodology would be to make a series of assumptions on theimportance of each individual cultural heritage receptor. These would bebased on the criteria outlined in Error! Reference source not found., Error!Reference source not found. and Table 4.11, taken from the DMRB referred toabove. The magnitude of impact caused on the receptors will then beappraised, based on the criteria set out in Error! Reference source not found.,Error! Reference source not found. and Table 4.11.4.6.4 Without fieldwork, the presence and importance of, and effects on, the buriedunknown archaeological resource cannot be accurately quantified.
