The effect of Memorandum 278 would give the CentralIntelligence Agency carte blanche to proceed with a full-scale war in theFar East, a war that would eventually involve over half a millionAmericans in a life and death struggle without the necessity ofCongressional approval.In effect, as of November 23, 1963, the Far East would replace Cuba asthe thorn in America’s side [because the Jesuits had given Cuba toCastro!].
