recommendations on how to use the workbooks <strong>and</strong> the spelling books are included, <strong>with</strong> suggestions for related<br />

books <strong>and</strong> creative ideas for class activities, such as art projects, role-playing dramas, <strong>and</strong> special events.<br />

Related children's poetry is also included in several of the Teacher's Guides, <strong>and</strong> each guide provides an<br />

introduction summarizing recent reading research <strong>and</strong> practice.<br />

Research Foundations <strong>and</strong> Program Rationale:<br />

For students who constitute special populations, the basal-reader approach appears to be more effective than<br />

whole language approaches*. These findings are not surprising. Most students <strong>with</strong> hearing impairments or other<br />

special language needs lack the basic oral/aural knowledge of the language they are learning to read; thus, the<br />

task of learning to read becomes a language-learning process at the same time. The result can be an enormous<br />

gap between the language base of many of these children <strong>and</strong> the language materials they are given to read.<br />

Reading Milestones minimizes this gap by beginning <strong>with</strong> the simplest language possible to ensure initial success<br />

in reading <strong>and</strong> then by increasing language acquisition (vocabulary, syntax, figurative language). Students work in<br />

very small steps, accompanied by constant reinforcement, to ensure continuing success.<br />
