2.1 SHIP PROGRAM MANAGERS. The various Naval Sea Systems Command (NAVSEA)/Program Executive<br />

Office for Carriers, Littoral Warfare and Auxiliary codes designated as Ship Program Managers provide the<br />

specifications for the building and testing of all ships. These codes are initially established to get the shipbuilding<br />

program and development of logistic support programs up and running.<br />

2.1.1 Pre-Commissioning. Ship Program Manager responsibilities during the Pre-Commissioning phase of New<br />

Construction are delineated in references (a) and (b). The following is a summation of those responsibilities and is<br />

intended to be used as a guide, not to be considered all inclusive. Questions concerning a Ship Program Manager's<br />

specific functions should be directed to the applicable NAVSEA code.<br />

a. Provide supervision and direction concerning all non-nuclear aspects of ship construction.<br />

b. Provide written instructions to the Supervising Authority regarding the conduct and scheduling of all<br />

non-nuclear ship testing.<br />

c. Generate the correspondence (message or letter traffic) as indicated in Appendix A of this chapter<br />

recommending the Habitability Inspection and In-Service dates.<br />

d. The assignment of deficiency responsibility and ensuring the correction of those deficiencies identified<br />

during Combined Trials (CT), Acceptance Trials (AT), Final Contract Trials (FCT) and Guarantee<br />

Material Inspections (GMI).<br />

e. (Submarines only) Report to the Type Commander (TYCOM), with information copies to Chief of<br />

Naval Operations (CNO) and Fleet Commander, that the material condition of the ship is certified<br />

satisfactory for Alpha Sea Trials and recommend authorization to dive the ship be granted under<br />

deliberate and controlled conditions to a specified depth for accomplishment of the approved Sea Trials<br />

agenda. Appendix B of this chapter provides a sample message.<br />

f. (Submarines only) Report to the TYCOM that the material condition of the ship is certified satisfactory<br />

for Bravo, Charlie, and CTs. Appendix C of this chapter provides a sample message.<br />

g. (Submarines only) After completion of all Sea Trials, report to the TYCOM that the material condition<br />

of the ship is certified for Unrestricted Operations (URO). Appendix D of this chapter provides a<br />

sample message.<br />

2.1.2 Post Shakedown Availability (Submarines only). Ship Program Manager responsibilities during Post<br />

Shakedown Availability (PSA) are as follows:<br />

a. Following receipt of the Supervising Authority message (Appendix E of this chapter) concerning Fast<br />

Cruise/Sea Trial readiness, report to the TYCOM via letter or message (Appendix F of this chapter),<br />

with information copies to the CNO and Fleet Commander, that the material condition of those parts of<br />

the ship installed, repaired and/or tested by the industrial activity are certified satisfactory for Sea<br />

Trials. Recommend authorization to dive the ship be granted under deliberate and controlled conditions<br />

to a specified depth for accomplishment of the approved Sea Trial Agenda pending TYCOM<br />

confirmation that the certification requirements of the remainder of the Submarine Safety (SUBSAFE)<br />

certification boundary have been sustained. Reference (c) applies.<br />

b. For PSAs in excess of 6 months, report to the TYCOM via letter or message (Appendix G of this<br />

chapter) that those parts of the ship installed, repaired, and/or tested by the industrial activity are<br />

certified for URO and that no depth limiting discrepancies exist. Recommend authorization for URO to<br />

test depth per the requirements of references (a) and (b), pending confirmation by the TYCOM that the<br />

certification requirements for the remainder of the SUBSAFE boundary have been sustained.<br />
