d. (Submarines only) Making available sufficient documentation of quality assurance for all Industrial<br />

Activity work and testing to allow the TYCOM representatives to assess the material readiness of the<br />

ship. Provide the CO a written statement per reference (c) certifying work within the SUBSAFE<br />

boundaries has been satisfactorily completed.<br />

e. (Submarines only) Reporting to the TYCOM and the Ship Program Manager, with an information copy<br />

to the CNO, the Fleet Commander, the ISIC and the CO of the ship that the material condition of those<br />

parts of the ship repaired and/or tested by the Industrial Activity are certified satisfactory for Fast<br />

Cruise and Sea Trials. The CO of the ship must concur. Appendix E of this chapter provides a sample<br />

message.<br />

f. Reporting to the TYCOM the completion of Fast Cruise and the correction of all mandatory<br />

deficiencies. Recommend commencement of Sea Trials with the CO's concurrence. Appendix Q of<br />

this chapter provides a sample message.<br />

g. Reporting to the Ship Program Manager or the TYCOM (PSA less than six months) that Sea Trials have<br />

been completed, and for submarines, that the material condition of those parts of the ship installed,<br />

prepared and/or tested by the Industrial Activity is satisfactory for URO to design test depth. Appendix<br />

U of this chapter provides a sample message.<br />

2.4.4 Deficiencies. The Supervising Authority's primary functions involve the building of ships and the<br />

correction/resolution of deficiencies discovered during the building and trials portion of construction. Reference (g)<br />

and locally generated Supervising Authority Instructions provide specific and detailed information pertaining to<br />

deficiencies, their identification, tracking and resolution. Contact the Supervising Authority for more information.<br />

Volume I, Chapter 5 of this manual also provides additional guidance.<br />

2.5 IMMEDIATE SUPERIOR IN COMMAND. The ISIC is the TYCOM's delegate.<br />

2.5.1 Pre-Commissioning. During the Pre-Commissioning period, the ISIC is responsible for the following:<br />

a. Providing crew support prior to initial man-up. Personnel arriving prior to initial manning will be<br />

tasked with coordinating with the Supervising Authority to start the necessary preparations for initial<br />

man-up. Appendix AA of this chapter provides a checklist of areas that need to be addressed several<br />

months before personnel start arriving.<br />

b. Conducting an inspection approximately two months following the arrival of the first increment of the<br />

crew at the building yard, using Volume I, Chapter 3, paragraph 3.3.1 of this manual as a guide.<br />

c. Conducting periodic monitoring of ships per Volume I, Chapter 3, paragraph 3.3.2 of this manual to<br />

include:<br />

(1) Technical and/or administrative/training assistance visits (Tech Assists) directed toward<br />

improvements in the management and conduct of maintenance and training tasks.<br />

(2) Evaluation visits (Work-ups) to determine the state of administration and training.<br />

(3) Spot checks (Monitor Visits) to monitor the progress and effectiveness in specific material,<br />

training and administrative areas.<br />

d. Coordinating with the Bureau of Personnel (BUPERS) to ensure personnel arrive in support of initial<br />

crew man-up.<br />

e. Conducting a Habitability Inspection when directed by the TYCOM. Volume I, Chapter 3, Appendix D<br />

of this manual provides information concerning the Habitability Inspection and a sample Compartment<br />

Surveillance Guide. Volume I, Chapter 3, Appendix E of this manual provides a sample check list.<br />
