IN-SERVICE COMPARTMENT SURVEILLANCE GUIDE<br />

1. As directed by OPNAVINST 4700.8, approximately two to four weeks for submarines, or two to four months for<br />

Nuclear Powered Aircraft Carriers, prior to the first Sea Trial, a nuclear ship is to be placed "In-Service". A<br />

prerequisite to placing the ship "In-Service" is satisfactory habitability conditions. There still remains industrial and<br />

fitting out work prior to ship completion and readiness for Sea Trials. The accepting authority must take the action<br />

above into consideration when scheduling the habitability inspection prior to the crew moving on board. The<br />

purpose of this inspection is to ascertain whether or not the spaces within which the crew will live, primarily<br />

berthing and messing, are clean, safe, and ready to receive the crew.<br />

2. Spaces that are considered finished and have been inspected by Ship's Force should be complete to approved<br />

plans.<br />

3. The following is a list of attributes which should be checked for completeness during "In-Service" inspections of<br />

spaces in the final phases of construction.<br />

a. Cable hanger/banding - properly installed.<br />

b. Cleanliness - equipment, equipment space, and bilge area free of industrial dirt and debris (there may be<br />

areas of light dust).<br />

c. System completeness - handwheels, spray shields, etc. are installed.<br />

d. Bilges - free of standing oil.<br />

e. Compartment free of damage - pipe scars, arc strikes, etc.<br />

f. Grounding straps - properly installed.<br />

g. Lockers - stowage and shelving solidly attached and operable.<br />

h. Compartment lighting - installed and operable.<br />

i. Compartments - to be free from construction material and any unsecured objects that may cause a threat<br />

to personnel safety.<br />

j. Safety chains, ladders, and handrails - installed, fastened in place and per plan.<br />

k. Permanent deck plates - corners bolted down, well fitted, and do not present a tripping hazard (deck<br />

plates over bilge areas need not be bolted at this time).<br />

l. Welding - all structures complete.<br />
