d. (Submarines only) Authorize the ship to commence Fast Cruise by message (Appendix N of this<br />

chapter), after the Supervising Authority reports Fast Cruise/Sea Trial Readiness by message to<br />

NAVSEA (Appendix E of this chapter) and upon receipt of the Ship Program Manager or Supervising<br />

Authority SUBSAFE material certification message (Appendix F of this chapter) and the ISIC's<br />

Crew/Material Certification message (Appendix O of this chapter).<br />

NOTE: SUBSEQUENT TO THE MESSAGES (APPENDICES F AND O OF THIS CHAPTER), ANY<br />

DEFICIENCY DISCOVERED AND THE CORRECTIVE ACTION TAKEN WHICH AFFECTS<br />

WATERTIGHT INTEGRITY, RECOVERABILITY OF THE SHIP, OPERATIONS OF THE<br />

SHIP'S CONTROL SURFACES OR THE SHIP'S SALVAGE CAPABILITY SHALL BE<br />

REPORTED TO THE SHIP PROGRAM MANAGER, TYCOM AND <strong>FLEET</strong> COMMANDER<br />

BY THE SUPERVISING AUTHORITY/ISIC/TYCOM REPRESENTATIVE BY MESSAGE.<br />

PREVIOUS CERTIFICATION MESSAGES SHALL BE SUSPENDED. WHEN A REVIEW OF<br />

THE MESSAGE IS COMPLETED BY THE SHIP PROGRAM MANAGER FOR DEPOT<br />

ITEMS AND THE TYCOM FOR SHIP'S FORCE ITEMS, THE SHIP PROGRAM MANAGER<br />

WILL CERTIFY TO THE TYCOM THAT THE MATERIAL CONDITION OF THE PARTS<br />

OF THE SHIP COVERED BY THE DEPOT WORK PACKAGE IS SATISFACTORY FOR SEA<br />

TRIALS TO A SPECIFIED DEPTH. THE TYCOM IN TURN CERTIFIES THAT THE SHIP'S<br />

SUBSAFE CERTIFICATION BOUNDARY IS SATISFACTORY FOR SEA TRIALS TO THE<br />

SAME DEPTH.<br />

e. (Submarines only) Promulgate by message (Appendix P of this chapter) the Sea Trial depth<br />

authorization and any applicable operational restrictions for the affected submarine, upon receipt of the<br />

Supervising Authority message (Appendix Q of this chapter) reporting Fast Cruise completion and the<br />

ship's material certification message (Appendix R of this chapter).<br />

f. (Submarines only) Authorize the ISIC to sail the ship for Sea Trials, after the Sea Trial depth<br />

authorization has been promulgated.<br />

g. (Submarines only) Promulgate by message to the ship (Appendix S of this chapter) the final SUBSAFE<br />

certification authorization, upon receipt of the ship's Material Certification Message (Appendix T of this<br />

chapter) and the Ship Program Manager or Supervising Authority material certification message<br />

(Appendix U of this chapter).<br />

h. (Applicable Submarines only) For the first ship of a class or when directed by NAVSEA, ship control<br />

trials are planned and conducted under the direction of NAVSEA 05 to support verification that the<br />

FBW SCS automatic control algorithms performance is in accordance with Section 4 of reference (d).<br />

Upon successful completion of these trials, the Submarine Program Manager issues to TYCOM, the<br />

ship's final FBW SCS certification message with NAVSEA 07 concurrence and in support of the<br />

submarine class FBW SCS design. TYCOM issues to the ship a final FBW SCS certification message.<br />

When required, by message or letter, the NAVSEA Submarine Program Manager via separate<br />

correspondence shall identify impact to the FBW SCS Certification of other ships in the submarine<br />

class. Appendix V of this chapter provides a sample message.<br />

2.4 SUPERVISING AUTHORITY. References (a), (b), (d) and (g) describe the Supervising Authority's<br />

responsibilities during new construction. The following is a synopsis of those functions with additional<br />

amplification. Platform unique functions are identified by indicating the applicable class (if any) or group covered<br />

(i.e., Nuclear Powered Ships).<br />

2.4.1 Pre-Commissioning. The Supervising Authority's responsibilities as related to Pre-Commissioning are as<br />

follows:<br />

a. Provide crew support as directed by the Ship Program Manager. This support may include facility<br />

support requirements such as berthing, administration, officer and crew training spaces, vehicles for<br />

transportation, computers for development of training programs and ship's directives.<br />
