Through these programs, NAVMASSO automates supply, inventory, finance, ship/submarine/aviation<br />

maintenance and configuration management, medical, dental, food services, retail operations,<br />

manpower administration, watch, quarter, station bills, for fleet and fleet-like activities. In all,<br />

NAVMASSO customers number over 1200 separate activities, many of which operate with multiple<br />

functional systems.<br />

b. All software development takes place at NAVMASSO's headquarters in Chesapeake, VA, along with<br />

Atlantic Fleet implementation and support. NAVMASSO DET PAC in San Diego, CA is responsible<br />

for Pacific Fleet implementation and support. Small detachments in Sigonella, Italy and Yokosuka,<br />

Japan provide on-site assistance for overseas commands and units deployed to the Sixth and Seventh<br />

Fleets.<br />

2.10.4 Fleet Introduction Team (Surface Forces only). Reference (x) states that for newly commissioned<br />

Commander Naval Surface Force Atlantic (COMNAVSURFLANT) ships, COMNAVSURFLANT assumes the<br />

responsibility of instituting and managing a fleet introduction program. FITs provide support to pre-commissioning<br />

crews by monitoring the progress of construction, coordinating training, providing continuity in the management<br />

and administration of facilities at the building site and providing administrative support. For the DDG 51 and to a<br />

lesser degree the LHD 1 programs, the Ship Program Manager provides this support in the form of support<br />

contractors. The specific responsibilities of individual FITs will vary dependent upon the platform and the<br />

requirements peculiar to that platform. Appendix AD of this chapter provides a generic base line of services<br />

available if a FIT is established.<br />

2.10.5 Engineering Training Group (Surface Ships only). The ETG is chartered by reference (v) to assist ships in<br />

tailoring a training program for the conduct of pre-light-off cold checks and evaluations, program management and<br />

fire fighting. This assistance is rendered through formal visits, scheduled at the request of the ship's ISIC via the<br />

quarterly scheduling process. ETG teams will conduct tailored training, defined in consonance with the CO, the<br />

ISIC and the team OIC which best meets the needs of the ship.<br />

2.10.6 Surface Nuclear Propulsion Mobile Training Team (Nuclear Powered Aircraft Carriers only). The Surface<br />

Nuclear Propulsion Mobile Training Team will conduct training and assessment of Reactor Departments (to include<br />

Engineering department on CVN 65) for ships undergoing extended availabilities and for PCUs. These assessments<br />

shall include Reactor Department administration, qualifications, operations, cleanliness, preservation, material<br />

condition, radiological controls, chemistry controls and damage control. The Maintenance Training Group will<br />

conduct preavailability training with Reactor Department personnel, conduct in process quality assurance<br />

assessments and training visits, and train the crew in life cycle management.<br />

2.10.7 Fitting Out and Supply Support Assistance Center (Surface Ships only).<br />

a. Fitting Out and Supply Support Assistance Center (FOSSAC) is a world wide supply support<br />

organization dealing with logistics engineering and management, acquisition and information systems<br />

training, cost and manpower analysis, and occupational health and safety issues. FOSSAC major<br />

service operations are:<br />

(1) Code 02 - Intra-Fleet Supply Support Operations Program.<br />

(2) Code 03 - Fitting Out Supply Assistance Team (FOSAT).<br />

(3) Code 05 - Naval Supply Systems Command Occupational Safety and Health Office.<br />

(4) Code 06 - Logistics Engineering Department.<br />

(5) Code 07 - Systems Training Department.<br />

(6) Code 08 - Price Fighters Department.<br />
