2.11 NAVAL SEA SYSTEMS COMMAND (SUBMARINES ONLY). Reference (d) describes NAVSEA's<br />

responsibilities during new construction for Submarine FBW SCS. The following is a synopsis of those functions<br />

with additional amplification:<br />

2.11.1 Pre-Commissioning. NAVSEA's responsibilities for the Pre-Commissioning period are as follows:<br />

a. (Applicable Submarines only) Supervising Authority sends message to NAVSEA in advance of the<br />

scheduled start of Fast Cruise stating the status of all incomplete NAVSEA FBW SCS Certification<br />

Audit Category IA recommendations, that all FBW SCS work necessary for sea trials, including<br />

resolution of all NAVSEA FBW SCS Certification Audit Category I recommendations, has been<br />

completed and that the FBW SCS is ready for commencement of Fast Cruise. The message shall also<br />

state that there are no conditional FBW SCS Deviations or Waivers which have not been satisfied or<br />

cite those that exist, identify any operating restrictions of the ship and/or system, and that, subject to<br />

satisfactory completion of Fast Cruise and resolution of mandatory deficiencies, the FBW SCS is<br />

satisfactory for commencement of Alpha Sea Trials. Appendix AE of this chapter provides a sample<br />

message.<br />

b. (Applicable Submarines only) NAVSEA Submarine Program Manager message to TYCOM certifying<br />

that the submarine FBW SCS is satisfactory for sea trials in accordance with the approved Sea Trial<br />

Agenda. The message shall also state that there are no conditional FBW SCS Deviations or Waivers<br />

which have not been satisfied or cite those that exist, identify any operating restrictions of the ship<br />

and/or system, and that, subject to satisfactory completion of Fast Cruise and resolution of mandatory<br />

deficiencies, the FBW SCS is satisfactory for commencement of Alpha Sea Trials. Appendix AF of<br />

this chapter provides a sample message.<br />

c. (Applicable Submarines only) NAVSEA Submarine Program Manager shall provide a report<br />

documenting the resolution of sea trial deficiencies to NAVSEA 07TC for review in support of<br />

NAVSEA 07 concurrence on final system certification. Appendix AG of this chapter provides a sample<br />

message.<br />
