Furthermore, the Pre Trial Chamber appearsto corroborate the concept’s special qualities in dealingwith the intricate problem of system criminality. Power, influenceand authority of political and military leaders allconverge in the functions those leaders hold within largeorganizations. By taking that function as point of reference,the concepts of Organisationsherrschaft and functional perpetrationare adequate instruments to portray the responsibilityof those less visible perpetrators.
