FONTE: Elaborado pelo Autor (2019) Na preparação da tabela de demanda de mão de obra, como mencionado anteriormente, deve ser levada em consideração a estrutura organizacional definida para o projeto industrial, incluindo a mão de obra envolvida no gerenciamento e planejamento e a demanda de pessoal na operação, definida a partir do arranjo físico da unidade industrial. Os custos da mão de obra formam uma base para a análise de viabilidade econômica e financeira do negócio. Em geral, os custos de mão 134
— ENGENHARIA DE PROJETOS APLICADA A INDÚSTRIAS FLORESTAIS — de obra são considerados como custos fixos, no entanto existem analistas que consideram, em função de particularidades na contratação, os custos da mão de obra de produção como custos variáveis, e os de mão de obra não diretamente envolvida na produção (planejamento, gestão e controle) como custos fixos. Em alguns casos é necessário um maior detalhamento da alocação da mão de obra, considerando as diferentes áreas ou setores da unidade industrial. Isto pode ser importante para a análise, em separado, de diferentes centros de custos. 4.9 PROGRAMA DE PRODUÇÃO Os produtos e a capacidade de produção são inicialmente definidos na fase de projeto conceitual. A base principal adotada para estas definições é o estudo de mercado, que permite obter informações sobre a demanda e oferta, preços, termos comerciais, tipos de produtos, dimensões, padrões de qualidade, acabamentos e outros detalhes. Este conjunto de informações, além de permitir a definição dos produtos e dimensionar a produção, possibilita projetar as receitas. Ajustes nos produtos e nos volumes de produção podem ser realizados posteriormente, na fase do projeto básico, quando são revisados os conceitos e parâmetros e definidos em mais detalhes os equipamentos e o arranjo físico do projeto. Nesta fase podem ser também melhoradas as informações de mercado. Adicionalmente, dependendo do projeto industrial, durante a análise de viabilidade do empreendimento pode ser considerado um maior detalhamento, como alterações na composição da produção, com diferentes participações dos diversos tipos de produtos no total (mix de produção). Isso permite avaliar possíveis impactos de diferentes composições de produtos na receita, na rentabilidade e nos riscos do negócio. 135
