Theft Analytics—A suite <strong>of</strong> s<strong>of</strong>tware tools that support enhanced electricity network<br />

modeling methods, as well as the business rules required to analyze measurement data<br />

captured from new distribution system meters and the end-user advanced meters. [Ref:<br />

54.1 Please expand on the distribution system metering to be installed on <strong>FortisBC</strong>’s<br />

system, including the number, costs, and timing.<br />

The proposed distribution metering system that enables the detection <strong>of</strong> electricity theft through<br />

energy balancing consists <strong>of</strong> three types <strong>of</strong> meters:<br />

• 300 permanent feeder meters at a unit cost <strong>of</strong> $2,500. This provides <strong>for</strong> one meter per<br />

feeder phase as well as allowances <strong>for</strong> additional meters on high load feeders. These<br />

meters will help analyse specific losses per feeder and enable the identification <strong>of</strong><br />

feeders with a high risk <strong>of</strong> energy theft.<br />

• 225 trans<strong>for</strong>mer meters at a unit cost <strong>of</strong> $800. These meters will be deployed to strategic<br />

areas <strong>of</strong> the targeted feeders to narrow the area <strong>of</strong> focus <strong>for</strong> the use <strong>of</strong> the portable
