from the inclining block rate without changing behaviour, and a certain amount would be<br />

expected under a TOU rate as well.<br />

The Company does not expect however that bill savings would be “significant”. Using the<br />

assumptions provided in the responses to BCUC IR1 Q107.4, and the current RCR rate, (also<br />

revenue neutral to the 2012 flat rate), the savings attributed to a customer moving from RCR to<br />

TOU with no change in behaviour (assumed 40 percent consumption is on-peak) is shown in<br />

the table below.<br />

In order to minimize free-ridership, eligibility <strong>for</strong> the TOU rate could be contingent upon<br />

customers using a certain percentage <strong>of</strong> power during <strong>of</strong>f-peak hours, however, the Company<br />

views this as administratively burdensome and a disincentive to enrollment on the rate.
