36.1.1 Who is responsible <strong>for</strong> meter deployment – Itron or <strong>FortisBC</strong>?<br />

Itron is responsible meter deployment. Please also see the response to BCUC IR1 Q36.1.<br />

36.1.2 Is there a risk <strong>of</strong> discriminatory behavior if Itron is responsible <strong>for</strong> the<br />

RFP? Please explain.<br />

<strong>FortisBC</strong> has embedded in its contract with Itron that Itron shall submit all proposed <strong>for</strong>ms <strong>of</strong><br />

procurement documents, including <strong>for</strong>ms <strong>of</strong> subcontract, to <strong>FortisBC</strong> <strong>for</strong> review. Itron is<br />

required to ensure that all competitive procurement process(es) give preference to unionized<br />

contractors whose unions are recognized by the British Columbia Federation <strong>of</strong> Labour and<br />

provide meaningful First Nations employment opportunities in connection with work to be<br />

per<strong>for</strong>med on First Nations territories. <strong>FortisBC</strong> has oversight on Itron’s final selection <strong>of</strong> a<br />

deployment subcontractor. As such, the risk <strong>of</strong> discrimination is minimized or avoided.<br />

36.2 What insurance and guarantees are included in the meter deployment RFP?<br />

Itron will determine the insurance and guarantees it requires from the deployment subcontractor<br />

in the meter deployment RFP. <strong>FortisBC</strong> has direct influence over the deployment RFP as<br />

described in the response to BCUC IR1 Q36.1.2. <strong>FortisBC</strong> ensures overall Itron per<strong>for</strong>mance<br />

with respect to scope, schedule, cost and quality (including deployment) as part <strong>of</strong> the Itron<br />

contract.
