New Alternative – Phased Implementation <strong>of</strong> Advanced Meters<br />

“Changes to National Policy (E-26), “Reverification Periods <strong>for</strong> Electricity Meters and<br />

Metering Installations”, issued September 15, 2004 by Measurement Canada, will result<br />

in increased frequency <strong>of</strong> mechanical demand meter exchanges. The proposed<br />

regulation will require that 100 percent <strong>of</strong> mechanical demand meters be exchanged<br />

every four years.”<br />

105.1 Please confirm the replacement rate <strong>for</strong> the existing electro-mechanical meters<br />

used by <strong>FortisBC</strong>. Specifically, if <strong>FortisBC</strong> was to replace the existing electromechanical<br />

meters with advanced meters, by what date would the system be<br />

essentially advanced metering?<br />

Please refer to the response to BCUC IR1 Q55.3 <strong>for</strong> a table detailing the replacement rate <strong>for</strong><br />

electro-mechanical meters due to the new SS-06 regulations. The total exchange would take a<br />

maximum <strong>of</strong> 21 years if the Company chose to manage the electro-mechanical population until<br />

the end <strong>of</strong> life, though compliance testing would become more expensive and difficult as time<br />

goes on.
