107.3 Please provide the peak: <strong>of</strong>f-peak residential energy price ratio assumed in the<br />

Future Program Study by Navigant (<strong>for</strong> example, 2:1, 3:1) <strong>for</strong> the purposes <strong>of</strong><br />

estimating customer response to <strong>FortisBC</strong> TOU rates.<br />

Please see the response to BCUC IR1 Q107.2.2 and Q109.1.1. No on-peak/<strong>of</strong>f-peak pricing<br />

was developed or assumed by Navigant <strong>for</strong> the purposes <strong>of</strong> the study. Assumptions on the<br />

TOU impact on conservation and response were drawn from the BC Hydro Conservation<br />

Research Initiative.<br />

107.3.1 Are these assumptions reasonably consistent with the peak: <strong>of</strong>fpeak<br />

differences expected in the Midgard BC Wholesale Market<br />

Energy Curve? Please explain why or why not.<br />

This comparison cannot be made <strong>for</strong> the reason stated in the response to BCUC 107.3.<br />

107.4 Please estimate how much money a residential customer with average<br />

consumption volume would save in one month if they shifted 10 percent <strong>of</strong> their<br />

consumption from peak (HLH) to <strong>of</strong>f-peak periods (LLH) in 2012.<br />

In undertaking this analysis, please assume the customer is on a <strong>FortisBC</strong><br />

residential TOU tariff where the peak: <strong>of</strong>f-peak ¢ /kWh difference is set equal to<br />

the peak: <strong>of</strong>f-peak ¢ /kWh difference <strong>for</strong>ecast in the Midgard BC Wholesale<br />

Market Energy Curve. Please state all assumptions made.<br />

In order to respond to the question, <strong>FortisBC</strong> has made the following assumptions:<br />

• Based on load and customer count <strong>for</strong>ecasts contained in its 2012 – 2013 Revenue<br />

Requirements <strong>Application</strong>, the average residential customer will use 1,040 kwh each<br />

month;<br />

• Residential customers will consume 40% <strong>of</strong> their power in dual peak (morning and<br />

evening) on-peak periods; and
